Instructions to Bidders
To be accepted, a bid must be accompanied by a bid security instrument payable to the Owner in an amount not less than five (5%) percent of the total base bid, in the form of either (a) a cashier's check or certified check or (b) an acceptable bidder's bond with a surety authorized to operate in the state of the project.
Performance, Payment and Warranty Bonds will be required on the forms provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the state of the project state to act as surety, or other surety or sureties acceptable to the Owner.
The Qualifications Statement in the Bidding Documents must be completed and submitted with the bid.
In case of ambiguity or lack of clearness in stating bid prices, the Owner reserves the right to adopt the most advantageous construction thereof, to reject any or all bids, and to waive formalities. No bid may be withdrawn within sixty (60) days after the date on which bids are opened.

(LETC) Sitework & Design- Assist RFQ

Swinerton Builders is seeking qualified subcontractors and suppliers to provide Design-Assist services during the preconstruction phase. The intent is for the selected firm to transition into full construction execution pending final budget alignment at the GMP stage. The project is intended to commence by September 1, 2026, and be substantially completed by March 31, 2028 for Dallas PD buildings and June 30, 2028 for Criminal Justice Center. Pricing (bids) for the (building) will be solicited at a later date. We are only accepting Sitework & Utility bids and Design- Assist trades at this time.
Swinerton encourages participation from MWBE, DBE and HUB firms.
Accepting bids from the following trade only: Earthwork & Utilities
Accepting RFQ's from the following Design-assist trades only: Precast Concrete, Mass Timber, Mechanical, Electrical, Plumbing, Fire Suppression and Shoring.
