Statement of Qualifications are required to be submitted electronically via the City of Dallas' solicitation website at https://dallascityhall.bonfirehub.com by 1:00 PM on Fridays. Qualifications received will be publicly read at 2:00 PM on Fridays and can be viewed on the City of Dallas' website at www.dallascityhall.com (see City Meetings). CIZ26-TPW-4014 – KBHCCD Construction Management, Engineering, and Inspection Services (CMEI) (step one of two (RFQ/RFP))
The City of Dallas Department of Transportation and Public Works (TPW) (City) in collaboration with the Convention and Event Services (CES) department is seeking Statements of Qualification (SOQs) from experienced civil engineering firms who can demonstrate they have the resources, experience, and qualifications to provide Construction Management, Engineering, and Inspection (CMEI) Services covering two projects-Project A and Project B as follows:
Project A: Construction Management, Engineering, and Inspection Services (CMEI) services for the KBHCCD project located in the City of Dallas (estimated construction budget is $3 B). Project A must be led by an engineering firm. The focus of services to be provided under project A are as follows: (a.) All work related to piers, pier caps, slab on grade and columns; (b.) All work related to roadway construction associated with the KBHCCD building (within the footprint of the building and/or within the immediate vicinity of the building) (c.) All other special inspections, including fireproofing, enclosure, etc.
Project B: Construction Management, Engineering, and Inspection Services (CMEI) services for the KBHCCD project located in the City of Dallas (estimated construction budget is $3 B). Project B must be led by an engineering firm. The focus of services to be provided under Project B are as follows: (a.) All work related to steel structures and elevated slabs; (b.) All work related to roadway construction associated with the KBHCCD building (within the footprint of the building and/or within the immediate vicinity of the building) (c.) All other special inspections, including fireproofing, enclosure, etc.
The city intends to hire a consultant for each of the listed projects. Furthermore, the approximate construction cost estimate is included for informational purposes only. The City reserves the right to adjust or revise the scopes to match funding allocation/availability as needed or as appropriated. (This RFQ is step-one in a two-step RFQ/RFP process).
The RFQ packet may be obtained beginning Thursday, October 1, 2026, from the City of Dallas Euna site. All Addenda are posted to the City of Dallas Procurement Services Euna website.
Statement of Qualifications are due at 1:00 p.m. on Friday, October 23, 2026, and will be opened by the City at 2:00 p.m. on Friday, July 11, 2025. Qualification Openings can be viewed on the City of Dallas Webcasting Website (https://dallastx.swagit.com/bid-purchasing).

With Helping Hands, Serving Nutritious Meals ("the Organization"), a Contracting Entity (CE ID: CE06083) participating in the Child and Adult Care Food Program (CACFP) At-Risk Afterschool Care Program under the Texas Department of Agriculture (TOA), is soliciting sealed bids from qualified food service management companies to provide complete, CACFP-compliant vended meal services to approximately 58 licensed afterschool care sites located throughout the Dallas-Fort Worth metropolitan area.
