FOR COMMUNITY DEVELOPMENT NEEDS
In accordance with the Housing and Community Development Act of 1974, as amended, and 24 CFR Part 570, the City of Rowlett will hold a public hearing to receive citizen input on the development of the 2026 Annual Plan. This plan outlines the proposed use of Community Development Block Grant (CDBG) funds in alignment with the City's Five-Year Consolidated Plan priorities. Following City Council approval, the plan will be submitted to HUD no later than August 16, 2026.
For FY 2026 (beginning October 1, 2026), the City will receive $316,079 in CDBG funds. Federal regulations require these funds to support activities that benefit low-income residents, address slum or blight, or meet urgent community needs. Eligible uses include improvements to public facilities (parks, streets, community centers), housing assistance, homebuyer programs, public services, code enforcement, and demolition.
The hearing will provide information on expected funding (including anticipated program income), eligible activities, and the estimated benefit to low- and moderate-income households. Citizens are encouraged to participate and provide feedback.
Information gathered during the planning process has been used to develop proposed priorities and activities. Funds will support administrative functions, financial and technical assistance, and project costs. Up to 20% of CDBG funds may be used for program administration. An estimated 70–90% of funds will directly benefit low- and moderate-income residents. The City will continue to follow its policies to minimize displacement resulting from CDBG-funded projects.

NOTICE OF ISSUANCE OF REVENUE BONDS
BY THE NORTH TEXAS TOLLWAY AUTHORITY
The following notice regarding the potential issuance of revenue notes and bonds by the North Texas Tollway Authority has been provided to the Commissioners Courts of each of its four member counties, Collin County, Dallas County, Denton County and Tarrant County, on June 18, 2026, in accordance with Chapter 366, Texas Transportation Code:
As you know, the North Texas Tollway Authority ("NTTA") is required to notify the Commissioners Courts of each of its four member counties at least 90 days prior to the issuance of any anticipated revenue bonds. Such bonds are obligations of NTTA and require no additional backing of the counties. Debt service is paid from toll revenues or money from other available sources.
The North Texas Tollway Authority System (the "System") currently consists of the Dallas North Tollway, the President George Bush Turnpike (including the eastern and western extensions), the Sam Rayburn Tollway, the Chisholm Trail Parkway, the 360 Tollway, the Addison Airport Toll Tunnel, the Mountain Creek Lake Bridge, and the Lewisville Lake Toll Bridge.
The NTTA Board is considering issuing up to $200,000,000 in bonds to finance capital improvements, enlargements and extensions to the turnpike projects constituting the System, including costs of construction relating to the Dallas North Tollway Phase 4A extension and the widening of Chisholm Trail Parkway.
Many factors (which will vary depending on which project is being financed), including receipt of required environmental approvals, final interlocal agreements between NTTA and local government entities, projected construction costs, and interest rates will affect the decision of when, if and in what form the above-described project financings go forward. In the event that notes or bonds are not sold by December 31, 2026, NTTA will not proceed with a financing until you have been notified of the revised schedule of the proposed transactions.
