AMENDED NOTICE TO CLAIMANTS OF COMPLAINT FOR
EXONERATION FROM OR LIMITATION OF LIABILITY
NOTICE is hereby given that Six Skulls Rentals, LLC and Michael S. Moran, as the owner and operator of the M/V STRANGER DANGER ("Petitioners"), have filed a Complaint pursuant to Title 46 U.S.C. §§ 30501– 30512 as amended, claiming the right to exoneration from, or limitation of liability of all claims for any loss, damages or personal injury arising out of the alleged events and/or incident involving a passenger on the chartered vessel, the M/V STRANGER DANGER on or about June 1, 2024 , and Petitioner's activities related thereto, all as is more fully set forth in the Complaint.
All persons, firms, or corporations asserting claims with respect to which the Complaint seeks exoneration from or limitation of liability are admonished to file their respective claims, under oath, as provided in Rule F of the Supplemental Rules for Certain Admiralty and Maritime Claims of the Federal Rules of Civil Procedure, with the Clerk of the United States District Court for the Eastern District of Texas, and must serve a copy thereof on counsel for Petitioners, Timothy Strickland of Kean Miller LLP, 711 Louisiana St., Suite 1800, Houston, Texas 77002, on or before the 14th day of July, 2026 or be defaulted.
Any claimant desiring to contest either the right to exoneration from, or the right to limitation of liability, shall file and serve an answer as required by the aforesaid Supplemental F Rules for Certain Admiralty and Maritime Claims contained in the Federal Rules of Civil Procedure and must serve on or mail to Limitation Petitioners' attorney a copy thereof unless this claim has included an answer.

Water Quality Management Plan
The North Central Texas Council of Governments (NCTCOG) invites local governments,
citizens, and other organizations to comment on the Draft 2026 Update to the North Central
Texas Water Quality Management Plan (WQMP), which is available as an interactive mapping
tool at https://www.nctcog.org/envir/natural-resources/water-resources under the green
banner titled "Current Water Quality Management Plan." NCTCOG administers the WQMP for
the designated planning area pursuant to the federal Clean Water Act. The WQMP
showcases where polluted water bodies lie within the NCTCOG region and discusses
strategies for pollution prevention and removal. Submit written comments referencing the
2026 WQMP Update by June 22, 2026, to NCTCOG, Environment & Development, P.O. Box

NOTICE OF INTENTION TO ISSUE CERTIFICATES OF OBLIGATION
OF THE CITY OF ROWLETT, TEXAS
NOTICE IS HEREBY GIVEN that the City Council of the City of Rowlett, Texas (the "City"),
at its meeting to commence at 7:00 p.m. on July 21, 2026, in the City Council Chamber
at the City Hall Municipal Building, 4000 Main Street, Rowlett, Texas, tentatively proposes
to adopt one or more ordinances authorizing the issuance of interest-bearing certificates
of obligation, in one or more series, in an amount not to exceed $5,150,000, for the
purpose of paying all or a portion of the City's contractual obligations incurred in
connection with (i) constructing and improving streets, roads and parking facilities,
including related drainage, signalization, landscaping, sidewalks, lighting, screening walls,
utility relocation and replacement, bridges, signage and streetscape improvements; (ii)
designing, constructing, improving and equipping municipal parks and recreation facilities
that are generally accessible to the public and are part of the City park system; and (iii)
paying legal, fiscal and engineering fees in connection with such projects. The City
proposes to provide for the payment of such certificates of obligation from the levy and
collection of ad valorem taxes in the City as provided by law and from a limited pledge of
the surplus revenues of the City's waterworks and sewer system (the "System") that
remain after payment of all operation and maintenance expenses thereof, and after all
debt service, reserve and other requirements in connection with all revenue bonds or
other obligations (now or hereafter outstanding) of the City have been met, to the extent
that such obligations are payable from all or any part of the net revenues of the System.
The certificates of obligation are to be issued, and this notice is given, under and
pursuant to the provisions of Texas Local Government Code, Subchapter C of Chapter
271.
The following information is provided to comply with Tex. H.B. 477, 86 Leg., R.S. (2019). The current principal of all outstanding debt obligations of the City is $192,125,000. The current combined principal and interest required to pay all outstanding debt obligations of the City on time and in full is $286,387,340. The maximum principal amount of the certificates to be authorized is $5,150,000 and the estimated combined principal and interest required to pay the certificates to be authorized on time and in full is $7,673,285. The maximum interest rate for the certificates may not exceed the maximum legal interest rate. The maximum maturity date of the certificates to be authorized is February 15, 2046. The above information does not exclude any outstanding debt obligations the City has designated as self-supporting and which the City reasonably expects to pay from revenue sources other than ad valorem taxes.

Story Road, Irving, Texas; and (v) $32,050,000 for Great Hearts Prairie View, located at 9001 NW Hwy 287, Fort Worth, Texas (collectively, the "2021A Projects").
The Borrower will use proceeds of the 2022A Bonds for financing or refinancing the costs of acquiring, improving, constructing and equipping certain properties and facilities to be used for educational, administrative, athletic, science and classroom purposes, to fund capitalized interest, and to pay costs of issuing the 2022A Bonds, at the following locations and for the respective maximum principal amounts: (i) $20,500,000 for Great Hearts Lakeside, located at 7633 Harris Pkwy, Fort Worth, Texas; (ii) $500,000 for Great Hearts Prairie View, located at 9001 NW Hwy 287, Fort Worth, Texas; and (iii) $500,000 for Great Hearts Invictus, located at 12018 Bandera Road, Helotes, Texas (collectively, the "2022A Projects").
The Borrower will use proceeds of the 2023A Bonds for financing or refinancing the costs of acquiring, improving, constructing and equipping certain properties and facilities to be used for educational, administrative, athletic, science and classroom purposes, to fund capitalized interest, and to pay costs of issuing the 2023A Bonds, at the following locations and for the respective maximum principal amounts: (i) $18,000,000 for Great Hearts Live Oak, located at 7653 North Loop 1604 East, Live Oak, Texas; (ii) $6,800,000 for Great Hearts Northern Oaks, located at 17223 Jones Maltsberger Road, San Antonio, Texas; (iii) $900,000 for Great Hearts Prairie View, located at 9001 NW Hwy 287, Fort Worth, Texas; (iv) $900,000 for Great Hearts Invictus, located at 12018 Bandera Road, Helotes, Texas; and (v) $400,000 for Great Hearts Western Hills, located at 8702 Ingram Road, San Antonio, Texas (collectively, the "2023A Projects").
