Early Notice and Public Review of a Proposed
Activity in a Federal Flood Risk Management Standard Designated Floodplain and/or Wetland

This is to give notice that HUD under 24 CFR Part 50 or Responsible Entity under 24 CFR Part 58 has determined that the following proposed action under Section 221(d)(4) of the National Housing Act is located in the Federal Flood Risk Management Standard (FFRMS) floodplain, and HUD or Responsible Entity will be identifying and evaluating practicable alternatives to locating the action within the FFRMS floodplain and the potential impacts on the FFRMS floodplain from the proposed action, as required by Executive Order 11988, Executive Order 11990 and/or Executive Order 13690, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project is located at State Highway 183 & Creedmoor Drive in Travis County, Texas. The extent of the FFRMS floodplain was determined using the 0.2-Percent-Annual-Chance Floodplain Approach (0.2 PFA). The subject property, which is referred to as William Cannon Apartments, is occupied by agricultural land with a single-family residence and consists of an irregular shaped parcel containing approximately 14.00-acres (609,840-square feet). Proposed site activities consist of construction of a multi-family residential complex that will contain 276 residential units to be completed in approximately 2027. Based on the results of the FFRMS analysis, 0.01-acres (500-square feet) of FFRMS floodplain is located on the subject property. In addition, 0.01-acres (500-square feet) wetlands will be impacted on the subject property.
There are three primary purposes for this notice. First, people who may be affected by activities in the FFRMS floodplain and/or wetland and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the FFRMS floodplain and/or wetland, alternative methods to serve the same project purpose, and methods to minimize and mitigate project impacts on the floodplain and/or wetland. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about the FFRMS floodplain and/or wetland can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in the FFRMS floodplain and/or wetland, it must inform those who may be put at greater or continued risk.

Because this notice may affect your rights, please read it in its entirety. This Notice ("Notice") is being given pursuant to Sections 280(a)(1) and 280(b)(1) of the General Corporation Law of the State of Delaware (the "General Corporation Law") on behalf of SubVRsive, Inc., a Delaware corporation (the "Corporation"). The Corporation filed a certificate of dissolution with the Secretary of State of the State of Delaware on November 10, 2025, pursuant to the provisions of Section 275 of the General Corporation Law. The certificate of dissolution became effective on that date. Thus, the Corporation has been dissolved and the period for winding up its affairs has begun.

NOTICE IS HEREBY GIVEN that Vista Municipal Utility District of Travis County (the "District") has adopted an Order Adopting Consolidated Rate Order and Rules and Regulations; Establishing a Wastewater Control Order; Establishing Certain Other Policies; and Providing Penalties for Violation Thereof (the "Rate Order').
The Rate Order of the District establishes the rates and conditions under which water and sanitary sewer services will be provided. The Rate Order also establishes the penalty for violation of any of the rules and/or regulations of the District.

Pursuant to §15-10-311 of the Austin City Code and in accordance with Title 40 Code of Federal Regulations Part 403.8(f)(2)(viii), the City of Austin is required to annually publish the names of entities (Industrial Users - IUs) that discharge wastewater to the sanitary sewer system in Significant Noncompliance (SNC) of the existing laws and regulations. Austin Water's Utility Compliance Services Division, 3907 S. Industrial Dr., Austin, Texas 78744, is responsible for implementing and enforcing these laws and regulations.
Examples of SNC include: discharges which result in the exercise of emergency authority; discharges which show noncompliance during a six-month period at or above a frequency sufficient to meet the definition of a chronic or technical review criteria (TRC) violator; failure to accurately report noncompliance; failure to submit a required report within 30 days from the report's due date; discharges that cause interference with the treatment ability of a wastewater treatment plant; and other violations that may adversely affect the operation or implementation of the pretreatment program.
Stellarray, Inc. (9210 Cameron Road) met the definition of SNC for failure to submit a required report within 30 days from the report's due date. The required Self-Monitoring Report (SMR) for the October 1, 2024 – March 31, 2025, reporting period was due no later than April 30, 2025.

A bid for the Bonds, may be delivered to the District electronically, by telephone or delivered directly to the District in a sealed envelope addressed to the "President and Board of Directors, Comal County Water Improvement District No. 1F" at the above address of Masterson Advisors LLC. All bidders must submit a signed "Official Bid Form" and a bank cashier's check in the amount of $76,000 payable to the order of "Comal County Water Improvement District No. 1F" as a Good Faith Deposit. Additional terms and conditions related to the submission of a bid for the Bonds are included in the "Official Notice of Sale."
The Bonds will mature serially on September 1, 2027 through 2051, and will be dated January 1, 2026. THE TURNER'S CROSSING PUBLIC IMPROVEMENT DISTRICT
NOTICE IS HEREBY GIVEN THAT a public hearing will be conducted by the Commissioners Court of Travis County, Texas on December 16, 2025, at or after 9:00 a.m. at the Travis County Administration Building, Commissioners Courtroom, 700 Lavaca St., First Floor, Austin, Texas 78701.
The public hearing will be held to consider proposed assessments to be levied against the assessable property within Improvement Area #3 of the Turner's Crossing Public Improvement District (the "District") pursuant to the provisions of Chapter 372 of the Texas Local Government Code, as amended (the "PID Act"). The proposed public improvements to be undertaken at this time within Improvement Area #3 include roadway and sidewalk improvements, water and wastewater system improvements, storm drainage and water quality facilities improvements, and soft costs and project management fees (the "Improvement Area #3 Improvements").
The total estimated cost of the Improvement Area #3 Improvements, plus bond issuance costs and first year annual collection costs (collectively, the "Improvement Area #3 Authorized Improvements"), is $13,116,767.
The boundaries of the District include approximately 446.732 acres within the County and the extraterritorial jurisdiction of the City of Austin, Texas (the "City"), generally located approximately 1.5 miles east of the intersection of IH-35 and SH-45-SE, as more particularly described by a metes and bounds description available for public inspection at the office of the Travis County Tax Assessor-Collector, 2433 Ridgepoint Dr., Austin, Texas 78754. The metes and bounds description of Improvement Area #3 of the District is also available for public inspection at the office of the Travis County Tax Assessor-Collector.
All written or oral objections on the proposed assessments within Improvement Area #3 of the District will be considered at the public hearing.
