The U.S. Department of Commerce, Economic Development Administration (EDA) is considering a request for Federal assistance from the Bastrop Economic Development Corporation to construct Business and Industrial Park Improvements in the City of Bastrop, Bastrop County, Texas. Pursuant to the National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA), EDA is conducting an assessment of the potential of the proposed project to affect the environment and/or historic properties.
The project will construct essential infrastructure needed to serve both current commitments and future expansion:
Water System Enhancement: To meet industrial fire suppression and operational demand, approximately 2,388 linear feet of water transmission line and fire hydrants will be installed, connecting to the existing municipal water supply and providing adequate capacity for industrial use.
Wastewater System Expansion: To accommodate both immediate demand and future growth, approximately 2,477 linear feet of sewer lines/force main and lift station(s) as needed will be installed, connecting to the existing municipal sewer system and sized for manufacturing-scale capacity.
Road Infrastructure Improvements: Approximately 11,370 square yards of industrial-grade roadway will be constructed to loop Technology Drive and Business Park Drive, providing full access throughout the industrial park with pavement designed for heavy truck traffic and comprehensive stormwater management systems.
The project will be located at the area adjacent to the existing Bastrop Business and Industrial Park location at 1709 South Street, Bastrop, TX 78602. Project information is available for review at 1311 Chestnut Street, Bastrop, TX 78602 and (512) 332-8870.

No Proposals shall be withdrawn for a period of 120 days after the opening of the bids. The Owner reserves the right to reject any or all Bids and to waive all defects and irregularities in bidding. The Successful Bidder, if any, will be the responsible Bidder which in the Owner's judgment will be most advantageous to the District and result in the best and most economical completion of the Project.
Contractor will provide to Santa Rita KC, LLC, ("Owner") a maintenance bond for 10% of constructed drainage improvements cost within the subdivision that will remain in force for two (2) years from the date of acceptance by Williamson County. Contractor will provide the City of Liberty Hill a maintenance bond for 20% of constructed wastewater improvements cost that will remain in force for one (1) year from the date of acceptance. The Contractor will provide to the City of Georgetown a maintenance bond for 10% of constructed water improvements cost within the subdivision that will remain in force for two (2) years from the date of acceptance. Contractor will provide to Williamson County M.U.D. No. 19G & 19D a maintenance bond for 10% of constructed street excavation, drainage, water and wastewater improvements cost that will remain in force for one (1) year from the date of acceptance.

NOTICE IS HEREBY GIVEN that the City Council of the City of Smithville, Texas will convene at its regular meeting place in the City Hall in Smithville, Texas, at 6:00 o'clock P.M., Smithville, Texas time on September 28, 2026, and, during such meeting, the City Council will consider the passage of an ordinance or ordinances and take such other actions as may be deemed necessary to authorize the issuance of one or more series of certificates of obligation in an aggregate principal amount not to exceed $4,000,000 for the purpose or purposes of paying contractual obligations of the City to be incurred for making permanent public improvements and for other public purposes, to-wit: (1) designing, engineering, constructing, acquiring, purchasing, renovating, enlarging, and improving the City's utility system; (2) designing, demolishing, constructing, renovating, improving, reconstructing, restructuring and extending streets and thoroughfares and related land and right-of-way sidewalks, streetscapes, collectors, drainage, landscape, signage, acquiring lands and rights-of-way necessary thereto or incidental therewith; (3) acquiring, constructing, improving, extending, and equipping municipal airport facilities; (4) the purchase of materials, supplies, equipment, machinery, landscaping, land, and rights-of-way for authorized needs and purposes; and (5) payment for professional services relating to the design, construction, project management, and financing of the aforementioned projects. The certificates of obligation (the Certificates) will be payable from the levy of an annual ad valorem tax, within the limitations prescribed by law, upon all taxable property within the City and from a lien on and pledge of certain revenues derived by the City from the operation of the City's utility system. In accordance with Section 271.049, as amended, Texas Local Government Code, (i) the current principal amount of all of the City's outstanding public securities secured by and payable from ad valorem taxes is $8,185,000; (ii) the current combined principal and interest required to pay all of the City's outstanding public securities secured by and payable from ad valorem taxes on time and in full is $9,489,690.5; (iii) the estimated combined principal and interest required to pay the Certificates to be authorized on time and in full is $5,386,633.33; (iv) the maximum interest rate for the Certificates may not exceed the maximum legal interest rate; and (v) the maximum maturity date of the Certificates to be authorized is February 1, 2041. APPLICATION AND PRELIMINARY DECISION. Donna F. Armstrong and Johnnie B. Armstrong, P.O. Box 1069, Taylor, Texas 76574, has applied to the Texas Commission on Environmental Quality (TCEQ) for new Texas Pollutant Discharge Elimination System (TPDES) Permit No. WQ0016864001, to authorize the discharge of treated domestic wastewater at a daily average flow not to exceed 600,000 gallons per day. TCEQ received this application on August 20, 2025.
The facility will be located at 0.58 miles northwest of the intersection of County Road 155 and Farm-to- Market 971, in Willamson County, Texas 78626. The treated effluent will be discharged to Weir Branch, thence to San Gabriel/North Fork San Gabriel River in Segment No. 1248 of the Brazos River Basin.
The unclassified receiving water use is limited aquatic life use for Weir Branch. The designated uses for Segment No. 1248 are primary contact recreation, public water supply, aquifer protection, and high aquatic life use. In accordance with 30 Texas Administrative Code §307.5 and the TCEQ's Procedures to Implement the Texas Surface Water Quality Standards (June 2010), an antidegradation review of the receiving waters was performed. A Tier 1 antidegradation review has preliminarily determined that existing water quality uses will not be impaired by this permit action. A Tier 2 antidegradation review has preliminarily determined that by adding permit requirements for total phosphorus of 0.15 mg/L to the permit, no significant degradation of waters with exceptional, high, or intermediate aquatic life use is expected. Existing uses will be maintained and protected. The preliminary determination can be reexamined and may be modified if new information is received.
