INVITATION FOR BIDS
Following is a summary of information for this "Project" described below. Bidder is cautioned to refer to other sections of the Project Manual, Drawings and Addenda (Bid Documents) for further details.
Carma Easton LLC ("Owner") on behalf of Pilot Knob Municipal Utility District No. 1 (the "District") is requesting sealed written Bids for furnishing all labor, materials, equipment, supervision, and incidentals, and for performing all Work required for E. Slaughter Ln. Extension – Segment 3 (the "Project). The Project consists of the following: Construction of Streets, Drainage, Water Quality, Detention, Water, Wastewater, Erosion Control, Electrical, and Traffic Signal Improvements.
Copies of the bidding documents may be reviewed and obtained from www.CivcastUSA.com: search E. Slaughter Ln Extension – Segment 3. Bidders must register on this website to view and/or download specifications, plans, soils report, and environmental reports for this Project. There is NO charge to view or download documents.
CAD can be requested from the Project Manager via email after signing a CAD release form.
Bid documents for this project will also be available for purchase from the office of the Project Engineer, LJA Engineering, Inc., 3711 S. Mopac Expy, Bldg. 2, Suite 500, Austin, TX 78746. A non-refundable purchase fee of $150.00 will be charged. Make checks payable to LJA Engineering, Inc. Please contact Project Manager via email to coordinate purchase.
A mandatory pre-bid conference will be held on MONDAY, JULY 6, 2026, at 1:00 PM, at LJA Engineering, Inc., 3711 S. Mopac Expy, Bldg. 2, Suite 500, Austin, TX 78746.
Sealed Bids will be received at the office of the Project Engineer, Attn: Reese Hurley, LJA Engineering, Inc., 3711 S. Mopac Expy, Bldg. 2, Suite 500, Austin, TX 78746 and then publicly opened and read aloud.
ALL BIDS ARE DUE PRIOR TO 1:00 PM (AUSTIN, TX TIME) ON MONDAY, JULY 27, 2026. BIDS WILL BE OPENED AT 1:00 PM (AUSTIN, TX TIME), ON MONDAY, JULY 27, 2026.
ALL BIDS NOT RECEIVED PRIOR TO THE DATE AND TIME SET FORTH ABOVE WILL NOT BE ACCEPTED FOR CONSIDERATION.
All Bids shall be accompanied by an acceptable Bid guaranty in an amount of not less than five percent (5%) of the total Bid, as specified in "Instructions To Bidders".
Performance and payment bonds shall be issued in an amount of one hundred percent (100%) of the Contract Amount by a solvent corporate surety company authorized to do business in the State of Texas, and shall meet any other requirements established by law or by Owner pursuant to applicable law.
Minimum insurance requirements are specified in Article 6, Standard General Conditions, as may be amended.
Contract Time is of the essence and all Work shall be substantially complete in accordance with the schedule outlined in the bid documents.
No Bid shall be withdrawn for a period of 90 days after the opening of the bids. The Owner reserves the right to reject any or all Bids (including, without limitation, any or all nonconforming, non-responsive, unbalanced, or conditional Bids). The Owner also reserves the right to waive all irregularities and defects in the Bids and the bidding process, except time of submitting a Bid. The Successful Bidder, if any, will be the responsible Bidder that, in the Board's judgment, will be most advantageous to the District and result in the best and most economical completion of the Project. (Texas Water Code Section 49.273)
Minimum Wage Scale: The contract will require compliance with Texas Government Code, Chapter 2258, Subchapter B, pertaining to prevailing wage rates. In accordance with Texas Water Code Section 49.279, the District specifies the prevailing wage rates for public works established by Travis County, Texas as the District's prevailing wage rates. The contractor for the Project must pay not less than the specified prevailing wage rates to workers employed by it in execution of the contract.
