ADVERTISEMENT FOR BIDS
Contractors are invited to submit sealed bids for Westway Drive Street Improvements. The base bid scope of work includes approximately 3300 SY of asphalt pavement including sidewalks, curbs and driveway aprons from the intersection with Parkview Drive up to the beginning of Flintstone Lane. Contractor shall use subcontractors for no more than 50% of the Contract Work.
Separate sealed bids for the project shall be received by the City of Universal City, 2150 Universal City Blvd., Universal City, Texas 78148, until _3 p.m. on _21st day, July, 2026; and then opened and read aloud. Any bids received late will be rejected and returned to the bidder unopened. A non-mandatory Pre-Bid Conference will be held _2 p.m. on 8th_day, July , 2026; at the Public Works Building at 265 Kitty Hawk, Universal City, Texas 78148.
Written questions may be submitted on www.civcastusa.com until _1 p.m. on _14th_day, July , 2026; The Notice to Proceed will be issued at a Pre-Construction meeting with the selected contractor within 1 week after the bid is awarded. Contractor will have 21 days to begin work from the Notice to Proceed, with 120 additional days for Substantial Completion and 15 additional days for Final Completion.

Each bid must be accompanied by an acceptable bid bond or certified check in the amount of 5% of the total bid. Bids must be submitted on the bid form furnished. No bid may be withdrawn for 45 days after the above scheduled closing time set for the receipt of bids.
This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG). All federal CDBG requirements will apply to the contract. Bidders on this work will be required to comply with President's Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240.
Bidders must also make positive efforts to use small minority-owned business and to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. Attention to Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wages rates to be paid under the contract.
The City of Universal City reserves the right to reject any and all bids, to waive any formalities, and to select the bid deemed in the best interest of the City.
