NOTICE TO BIDDERS
The City Clerk of the City of Universal City will receive sealed bids for construction of the 2026 Alley A1 Reconstruction Project at City Hall, 2150 Universal City Blvd, Universal City, Texas 78148.
The project includes the reconstruction of approximately 2,480 linear feet of Alley A1 from Granada Drive to Cordoba Drive and approximately 560 linear feet of pavement within four alley access roads. The main alley consists of approximately 12-foot-wide pavement, with four alley access roads ranging from approximately 10 to 12 feet in width. Work includes pavement reconstruction, concrete driveway approaches, limited curb and sidewalk replacement, traffic control, and associated appurtenant work.
A NON-MANDATORY Pre-Bid Conference will be held on July 9, 2026, at 2 p.m. Local Time at Universal City Public Works Office, 265 Kitty Hawk Rd., Universal City, Texas 78148. Bids will be publicly opened and read aloud on July 21, 2026, at 2 p.m. Local Time at City Hall, 2150 Universal City Blvd, Universal City, Texas 78148.
Proposals must be accompanied by a cashier's check or a bid bond from a surety company authorized to do business in the State of Texas in an amount equal to five percent (5%) of the amount bid. The amount of said cashier's check or bond shall be forfeited to the OWNER and the bank or surety shall be liable to the OWNER for the amount thereof in the event the successful bidder fails or refuses to enter into a
contract or furnish the required bonds within ten (10) days after the date of Notice of Award.
The successful bidder must furnish a Performance Bond and Payment Bond on the forms provided, each in the amount of one hundred percent (100%) of the Contract Price, from a surety company licensed to do business in the State of Texas.
Copies of the bidding documents are on file and available for review at the office of the Engineer.

Bidders must register on this website in order to view and/or download specifications, plans, and other related documents for this project. There is no charge to view or download the documents.
The Prime Contractor shall self-perform not less than fifty-one percent (51%) of the total Contract value. No more than forty-nine percent (49%) of the total Contract value may be subcontracted. Self-performed work shall consist of work executed by employees directly employed by the Prime Contractor and under the Prime Contractor's direct supervision and control. Each bidder shall submit, with its bid, a Self-Performance Commitment identifying the anticipated work to be self-performed and subcontracted.
Failure to comply with the minimum self-performance requirement may result in rejection of the bid ortermination of the Contract.
The OWNER reserves the right to reject any or all bids and to waive informalities or irregularities in bidding. In case of ambiguity or lack of clarity in stating prices, the OWNER reserves the right to adopt the interpretation most advantageous to the OWNER or to reject the bid.
