Competitive Sealed Proposals are required to be submitted electronically via the City of Dallas' solicitation website at https://dallascityhall.bonfirehub.com by 1:00 PM on Fridays. Proposals will be publicly read at 2:00 PM on Fridays and can be viewed on the City of Dallas' website at www.dallascityhall.com (see City Meetings). Proposal title, department, and date of public reading are listed below and on the City of Dallas' solicitation website at https://dallascityhall.bonfirehub.com. Unless otherwise noted in the description below the packet, plan, and specification may be obtained from https://dallascityhall.bonfirehub.com. Submittals will not be accepted after the due date/time and hard copy submittals are not permissible.
CIZ26-AVI-3228 – Dallas Love Field Passenger Boarding Bridges and Ground Power Units - Procure/Purchase, Removal and Installation

A Pre-proposal meeting will be held on Wednesday, May 13, 2026, at 1:00 p.m. (CST) at the Aviation Foxtronics Building, 3448 W. Mockingbird Lane, Dallas, TX 75235.

Description of Proposed Work:
The City of Dallas (the "City") Department of Aviation is soliciting proposals from qualified vendors to:
1. Procure/Purchase, ship/deliver, and install twenty (20) new Passenger Boarding Bridges (PBBs), twenty (20) new Ground Power Units (GPUs), and any additional new accessories and new components needed for the new PBBs and new GPUs at Dallas Love Field Airport (DAL) on behalf of the City of Dallas; and
2. Demolish, remove, and store or dispose of at a qualified landfill, at the City's discretion, the twenty (20) existing PBBs and the twenty (20) existing GPUs at DAL.
The work will include removing all accessories and components of the existing PBBs and GPUs and reinstalling them on the new PBBs and new GPUs, as directed by the City, while utilizing the existing foundations, structural anchor points, and available electrical and mechanical infrastructure.
The procured/purchased new PBBs, new GPUs and any new accessories and new components shall be owned by and property of the City of Dallas.
Vendor shall be responsible for performing all warranty-related repairs/maintenance at no additional cost to the City for the duration of the warranty period.
A Proposal Bond for 5% of the greatest amount proposed is required with the submittal of your sealed proposal.
All questions and correspondence must be submitted through the bonfire portal. The Department of Aviation maintains the right to reject any and all proposals.

NOTICE OF REQUIREMENT FOR AFFIRMATIVE ACTION to ENSURE EQUAL EMPLOYMENT OPPORTUNITY
The Offeror's or Bidder's attention is called to the "Equal Opportunity Clause" and the
"Standard Federal Equal Employment Opportunity Construction Contract
Specifications" set forth herein. The Contractor's compliance with the Executive Order and the regulations in 41 CFR Part 60-4 shall be based on its
implementation of the Equal Opportunity Clause, specific affirmative action obligations required by the specifications set forth in 41 CFR 60-4.3(a) and its efforts to meet the goals. The hours of minority and female employment and training must be substantially uniform throughout the length of the contract, and in each trade, and the Contractor shall make a good faith effort to employ minorities and women evenly on each of its projects. The transfer of minority or female employees or trainees from Contractor to Contractor or from project to project for the sole purpose of meeting the Contractor's goals shall be a violation of the contract, the Executive Order and the regulations in 41 CFR Part 60-4. Compliance with the goals will be measured against the total work hours performed. As used in this notice and in the contract resulting from this solicitation, the "covered area" is Texas, Dallas County, Dallas.
Title VI Solicitation Notice:
The City of Dallas, Department of Aviation, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4), 28 CFR § 50.3, and 49 CFR Part 21, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, all contractors will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of the owner's race, color, national origin, sex, creed, age, or disability in consideration for an award. (1) Buy American Preference-source Title 49 USC 5010 The Buy-American Preference requirement in 49 USC 50101 requires that all steel and manufactured goods used on AIP projects be produced in the United States.
Contracts over $2,000
(2) Davis Bacon Requirements – source 2 CFR 200 Appendix II(D), 29 CFR Part 5 The Davis- Bacon Act ensures that laborers and mechanics employed under the contract receive pay no less than the locally prevailing wages and fringe benefits as determined by the Department of Labor.
Contracts over $10,000
(3) Affirmative Action Requirement – For contract of $10,000 or more, a contractor having fifty or more employees, and his sub-contractors having fifty or more employees and who may be awarded a sub-contract of $50,000 or more, shall maintain an affirmative action program within one hundred twenty days (120) of the commencement of the contract. Contracts over $25,000
(4) Debarment and Suspension Source 2 CFR part 180; 2 CFR part 1200; DOT Order 4200.5 – The contractor entering into a contract with the City are not presently suspended, excluded or debarred by any Federal department or agency from participating in federally-assisted projects.
(5) Government Wide Requirement for Drug-free Workplace. Source Title 49, Part 32; The City of Dallas will require an agreement with the contractor, as a condition of the award, to comply with the requirements in Source Title 49, Part 32 Subpart B or Subpart C.
(6) Foreign Trade Restriction- 49 CFR part 30 prescribes the language for this model clause.
(7) Lobbying and Influencing Federal Employees- Consultants and contractors that apply or bid for an award of $100,000 or more must certify that it will not and has not used Federal appropriated funds to pay any person or organization for influencing or attempting to influence an officer or employee of any agency, a member of Congress, officer or employee of Congress, or an employee of a member of Congress in connection with obtaining any Federal contract, grant, or another award covered by 31 USC 1352. Each tier must also disclose any lobbying with non-Federal funds that takes place in connection with obtaining any Federal award
