Request for Proposals for Economic Evaluation Tool for Transportation Projects The North Central Texas Council of Governments (NCTCOG) is requesting written proposals from qualified consultants to provide an economic analysis tool to evaluate the effects of different transportation plans or policies based on a wide variety of economic performance measures. This tool should be able to accurately and reliably estimate the short- and long-term job benefits, additional income, Gross-Regional Product (GRP) and total output accrued in all counties of the NCTCOG Metropolitan Planning Area (MPA). Additionally, the impacts resulting from large transportation investments at the MPA, state, and national levels are also expected. The NCTCOG MPA consists of 12 counties: Collin, Dallas, Denton, Ellis, Hood, Hunt, Johnson, Kaufman, Parker, Rockwall, Tarrant, and Wise. NCTCOG will be releasing this RFP on Friday, April 17, 2026, in the Bidnet Direct system and will accept electronic submissions through the Bidnet Direct system only. The Bidnet Direct submittal will count as the official submittal. Proposals must be submitted in Bidnet Direct no later than 5:00 p.m., Central Time, on Friday, May 15, 2026.
