NOTICE OF PUBLIC HEARING
CITY OF DALLAS HOUSING FINANCE CORPORATION
Notice is hereby given of a telephonic public hearing to be held by the City of Dallas Housing Finance Corporation (the "Issuer") on August 26, 2026, at 9:15 a.m. Interested parties may join the public hearing on the date and the time indicated above by dialing +1-855-282-6330 (US Toll Free) and, when prompted, entering the meeting code 26644313763
The public hearing is regarding a plan of finance for the issuance of obligations by the Issuer, which may be issued in one or more series, in an aggregate principal amount not to exceed $37,000,000 (the "Bonds"). The Bonds will be issued as exempt facility bonds for a qualified residential rental project pursuant to section 142(a)(7) of the Internal Revenue Code of 1986, as amended (the "Code"). Such qualified residential rental project (the "Development") will be located at or near 1275 S. Beltline Rd., Dallas, Texas 75253, and the initial owner and principal user thereof will be ECG Belt Line, LP (or a related person or affiliate thereof).
All interested persons are invited to telephonically attend such public hearing to express their views with respect to the Development and the issuance of the Bonds. Questions or requests for additional information may be directed to Mrs. Jaclyn Schroeder, City of Dallas Housing Finance Corporation, 4925 Greenville Ave, Suite 475, Dallas, Texas 75206 (682-456-6839). Any interested persons unable to dial into the hearing, but who would like to express their views with respect to the Development and the Bonds, may submit their views in writing to Mrs. Schroeder prior to the date scheduled for the hearing.
This notice is published, and the above-described hearing is to be held, in satisfaction of the requirements of section 147(f) of the Code.

According to the definition of Significant Non-Compliance as prescribed by the Environmental Protection Agency General Pretreatment Regulations 40 CFR 403.8(f) (2)(vii), A93 Nutritional Labs, LLC was determined to be in Significant Non-Compliance (SNC) of their permit to discharge industrial wastewater into the City of Richardson Sewer System and to the NTMWD Rowlett Creek Regional Wastewater Treatment Plant (RWWTP) during the period from May 1, 2025 through April 30, 2026.
A93 Nutritional Labs, LLC was determined to be in SNC of its Industrial Users Permit for submitting reports greater than thirty days late. The excursions did not appear to adversely affect the NTMWD Rowlett Creek RWWTP.

The City of Dallas Department of Transportation and Public Works is seeking statements of qualifications (SOQs) from experienced engineering firms who can demonstrate that they have the resources, experience, and qualifications to provide engineering services for the development of Plans, Specifications, and Estimates, (PS&E) for the conversion of approximately 4.5 miles of roadways from one-way operations to two-way operations on McKinney Avenue, Harvard Avenue, Cole Avenue, Carlisle Street, and Allen Street, respectively, relocate trolley tracks and the associated overhead catenary system, reconstruct streets and intersections, and provide intersection, signal, lighting, and pedestrian improvements within the project limits.
