26-0007 CITY OF DALLAS ORDINANCES The Dallas city council passed the following ordinances at a meeting of the city council on August 12, 2026. This ordinance becomes effective with this publication in accordance with the city charter. Ordinance No. 33485 An ordinance amending Chapter 6A, "Amusement Centers," of the Dallas City Code by reserving the chapter; amending Chapter 7, "Animals," by amending Section 7-7.3; amending Chapter 12B, "Convenience Stores," by amending Section 12B-21; amending Chapter 32, "Parks and Water Reservoirs," by amending Section 32-74; and amending Chapter 50, "Consumer Affairs," by amending Section 50-135; repealing the requirement for an amusement center to obtain a license from the city, the prohibition on coin-operated amusement devices in convenience stores, and the prohibition on keeping roosters; providing that property left unattended at Lake Ray Hubbard for a period greater than 48 hours is considered litter; providing that electrical, plumbing, and mechanical contractors are not required to obtain a home repair license if they are licensed by the state of Texas and have provided any notice or registration required by the Texas Occupations Code and Chapter 52 of the Dallas City Code to the building official; providing a penalty not to exceed $500; providing a saving clause; providing a severability clause; and providing an effective date. Ordinance No. 33486 An ordinance correcting Ordinance No. 33379, passed by the Dallas City Council on April 8, 2026; correcting Section 51A-7.1208, "Detached Signs," of the Dallas Development Code; providing a saving clause; providing a severability clause; and providing an effective date. Ordinance No. 33487 An ordinance providing for the abandonment and relinquishment of a portion of a wastewater easement, located in City Block 8779 in the City of Dallas and County of Dallas, Texas; providing for the quitclaim thereof to Haymarket Investment, LLC; providing for the terms and conditions of the abandonment, relinquishment and quitclaim made herein; providing for the relocation of existing facilities; providing for the indemnification of the City of Dallas against damages arising out of the abandonment herein; providing a future effective date for the abandonment, relinquishment and quitclaim made herein, providing for the consideration to be paid to the City of Dallas; providing for the payment of the publication fee; and providing an effective date for this ordinance. Ordinance No. 33488 An ordinance providing for the abandonment and relinquishment of a sanitary sewer easement with temporary working space easement, located in City Block 13/969 in the City of Dallas and County of Dallas, Texas; providing for the quitclaim thereof to 3215 Cole Avenue Development LLC; providing for the terms and conditions of the abandonment, relinquishment and quitclaim made herein; providing for the conveyance of a new easement to the City of Dallas and the relocation of existing facilities; providing for the indemnification of the City of Dallas against damages arising out of the abandonment herein; providing for the consideration to be paid to the City of Dallas; providing a future effective date for the abandonment, relinquishment and quitclaim made herein; providing for the payment of the publication fee; and providing an effective date for this ordinance. Ordinance No. 33489 An ordinance providing for the abandonment and relinquishment of two portions of a drainage easement and two portions of a wastewater easement, located in City Block A/2940 in the City of Dallas and County of Dallas, Texas; providing for the quitclaim thereof to Dallas Area Rapid Transit, a Texas regional transportation authority; providing for the terms and conditions of the abandonment, relinquishment and quitclaim made herein; providing for the relocation of existing facilities to the new easements that have already been conveyed to the City of Dallas by Dallas Area Rapid Transit; providing for the indemnification of the City of Dallas against damages arising out of the abandonments herein; providing for the consideration to be paid to the City of Dallas; providing a future effective date for the abandonment, relinquishment and quitclaim made herein; providing for the payment of the publication fee; and providing an effective date for this ordinance. Ordinance No. 33490 An ordinance providing for the closure and vacation to vehicular traffic of a portion of Austin Street adjacent to City Blocks 16/39 and 31/46 in the City of Dallas and County of Dallas, Texas; providing for the interdepartmental transfer of funds; providing for the terms, provisions and effective date of the closure and vacation made herein; and providing an effective date for this ordinance. Ordinance No. 33491 An ordinance amending Chapter 28, "Motor Vehicles and Traffic," of the Dallas City Code by amending Section 28-45; designating speed regulations on expressways and freeways; providing a penalty not to exceed $200; providing a saving clause; providing a severability clause; and providing an effective date. Ordinance No. 33492 An ordinance amending Chapter 12A, "Code of Ethics," of the Dallas City Code by amending Sections 12A-1, 12A-2, 12A-4, 12A-7, 12A-19, 12A-20, 12A-52, and 12A-62; including sub-contractors as persons doing business with the city; providing certain provisions of the Code of Ethics to apply to persons doing business with the city; prohibiting the acceptance of an offer of outside employment that a city official or employee knows is intended to influence or reward official conduct or the discharge of official duties; providing that it is the city council who determines the duration of any disqualification from contracting with the city; providing a saving clause; providing a severability clause; and providing an effective date. Ordinance No. 33493 An ordinance correcting Sections 12A-12 and 12A-26 of Chapter 12A, "Code of Ethics," of the Dallas City Code; moving the word "or" to the correct location in Section 12A-12(d)(4); removing the words "or employee" from Section 12A-26(a) which applies only to former city councilmembers or former board and commission members; providing a saving clause; providing a severability clause; and providing an effective date. Ordinance No. 33494 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DALLAS, TEXAS, CALLING A BOND ELECTION TO BE HELD ON TUESDAY, NOVEMBER 3, 2026, A UNIFORM ELECTION DATE, WITHIN THE CITY; MAKING PROVISIONS FOR THE CONDUCT OF THE ELECTION AND OTHER PROVISIONS RELATING THERETO Ordinance No. 33495 An ordinance amending Article 1060, "PD 1060," of Chapter 51P, "Dallas Development Code: Planned Development District Regulations," of the Dallas City Code; amending the yard, lot, and space regulations in Section 51P-1060.108 of Article 1060; providing a penalty not to exceed $2,000; providing a saving clause; providing a severability clause; and providing an effective date.
