Public Hearing Notice
Notice is hereby given that the Heath Planning and Zoning Commission will hold a public hearing at a meeting that begins at 630 p.m. on Tuesday, September 1, 2026. Further notice is given that a second public hearing is scheduled where the City Council will consider and act on the request and the recommendation of the Planning and Zoning Commission at a meeting that begins at 6:30 p.m. on Tuesday September 22, 2026. Both meetings will be held at Heath City Hall, 200 Laurence Dr., Heath, Texas.
The following item will be considered:
Conduct a public hearing and act on an Ordinance for Case No. CUP-26-4, a request by Justin Wilcox to allow for a Conditional Use Permit (CUP) for a detached garage in a (SF-43) Single Family Residential District, being described as Lot 3, Block C, Cedar Glen Estates Addition, and located at 1009 Cedar Glen Trail, City of Heath, Rockwall County, Texas.

According to the definition of Significant Non-Compliance as prescribed by the Environmental Protection Agency General Pretreatment Regulations 40 CFR 403.8(f) (2)(vii), A93 Nutritional Labs, LLC was determined to be in Significant Non-Compliance (SNC) of their permit to discharge industrial wastewater into the City of Richardson Sewer System and to the NTMWD Rowlett Creek Regional Wastewater Treatment Plant (RWWTP) during the period from May 1, 2025 through April 30, 2026.
A93 Nutritional Labs, LLC was determined to be in SNC of its Industrial Users Permit for submitting reports greater than thirty days late. The excursions did not appear to adversely affect the NTMWD Rowlett Creek RWWTP.
