CITY OF DALLAS ORDINANCES
The Dallas city council passed the following ordinances at a meeting of the city council on April 22, 2026. This ordinance becomes effective with this publication in accordance with the city charter.
Ordinance No. 33393
An ordinance amending Chapter 17, "Food Establishments," of the Dallas City Code by amending Section 17-1.6, and Chapter 50, "Consumer Affairs," of the Dallas City Code by amending Sections 50-155, 50-157, 50-158, and 50-160; providing a defense to prosecution for serving or distributing food without charge to homeless individuals on public or private property; amending the definition of street vendor to include the service or distribution of food or drinks without charge; providing a penalty not to exceed $500; providing a saving clause; providing a severability clause; and providing an effective date.
Ordinance No. 33394
An ordinance amending Chapter 43, "Streets and Sidewalks," of the Dallas City Code by amending Sections 43-46, 43-94, 43-95, 43-136, 43-139, 43-141, and 43-144; providing an updated description of cement used in sidewalks, curbs, drives, gutters, and pavements; providing new requirements for residential and commercial driveway radiuses; establishing an offense for failing to return right-of-way to public use; providing a barricade permit defense to prosecution for failing to return right-of-way to public use; providing updated requirements for steel plates used for covering pavement cuts; requiring permittee and emergency contact information to be affixed to steel plates used for covering pavement cuts and visible at all times; providing an option for a permittee to pay a flat fee for the city to perform slurry seal treatment work; requiring a utility clearance letter identifying facilities requiring schedule adjustments; allowing the city to recover costs for expenses incurred as a result of delays caused by a public service provider's failure to conform facilities; providing a penalty not to exceed $500; providing a saving clause; providing a severability clause; and providing an effective date.
Ordinance No. 33395
An ordinance providing for the abandonment of a portion of Pearl Expressway located adjacent to City Blocks 12/147 and 13/146 in the City of Dallas and County of Dallas, Texas; subject to a reverter; providing for the quitclaim thereof to 1100 Pearl Street Inc. and FM Futsal, Inc.; providing for the terms and conditions of the abandonment and quitclaim made herein; providing for barricading; providing for the indemnification of the City of Dallas against damages arising out of the abandonment herein; providing for the consideration to be paid to the City of Dallas; providing for the payment of the publication fee; and providing an effective date for this ordinance.
Ordinance No. 33396
An ordinance granting a private license to Summit NCI JV 160, LLC to occupy, maintain and utilize aerial space over portions of Corbin and Lamar Streets rights-of-way located near the intersection of Corbin and Lamar Streets adjacent to City Block 3/205 within the limits hereinafter more fully described, for the purpose of installing, maintaining and utilizing a projecting blade sign; providing for the terms and conditions of this license; providing for the annual compensation to be paid to the City of Dallas; providing for payment of the publication fee; and providing an effective date of this license and ordinance.

An ordinance granting renewal of a revocable license to 7-Eleven, Inc, for the use of approximately 11 square feet of aerial space to occupy, maintain and utilize an existing blade sign over a portion of Akard Street right-of-way located near its intersection with Patterson Street - Revenue: General Fund $1,000.00 annually, plus the $20.00 ordinance publication fee
Ordinance No. 33398
An ordinance granting a revocable license to ?-Eleven, Inc. to occupy, maintain and utilize portions of Field and Commerce Streets rights-of-way located near its intersection with Main Street adjacent to City Block 108/68 within the limits hereinafter more fully described, for the purpose of occupying, maintaining and utilizing portions of Field and Commerce Streets rights-of-way for two blade signs, two facade signs and a canopy without premise sign; providing for the terms and conditions of this license; providing for the annual compensation to be paid to the City of Dallas; providing for payment of the publication fee; and providing an effective date of this license and ordinance.

An ordinance changing the zoning classification on the following property: Being all of Lot 5C in City Block P/5450; fronting approximately 136.46 feet along the south line of Northwest Highway; fronting approximately 347.97 feet along the southwest line of Central Expressway; and containing 3.0838 acres, from Zone A of Tract III, within Planned Development District No. 463 to Zone E of Tract III, within Planned Development District No. 463; amending the exhibits, creation of tracts, development plan, development standards, signs, and open space regulations in Sections 51P-463.103.1, 51P-463.104, 51P-463.106, 51P-463.109, 51P-463.110, and 51P-463.115 of Article 463 to reflect the creation of Zone E of Tract III; providing a new conceptual plan; providing a Tract III (Zone A and Zone B) development plan;; amending Ordinance No. 22978, passed by the Dallas City Council on December 18, 1996, by providing a new Exhibit B; providing a penalty not to exceed $2,000; providing a saving clause; providing a severability clause; and providing an effective date.
Ordinance No. 33400
An ordinance changing the zoning classification on the following property: BEING a tract of land in City Block 11/971; fronting approximately 260 feet on the southeast line of McKinney Avenue; fronting approximately 224 feet on the northwest line of Noele Avenue; fronting approximately 358.7 feet on the southwest line of Lemmon Avenue; and containing approximately 1.012 acres, from an LC Light Commercial Subdistrict within Planned Development District No. 193 (Oak Lawn Special Purpose District) with a D-1 Liquor Control Overlay to an LC Light Commercial Subdistrict within Planned Development District No. 193; removing the D-1 Liquor Control Overlay; providing a penalty not to exceed $2,000; providing a saving clause; providing a severability clause; and providing an effective date.
