The City of Rowlett and City of Garland Engineering Divisions, in accordance with National Flood Insurance Program regulation 65.7(b)(1), hereby gives notice of the City of Rowlett's and City of Garland's intent to revise the flood hazard information, generally located between generally located between Liberty Grove Road and approximately 8,000 linear feet upstream of Liberty Grove Road. Specifically, the flood hazard information shall be revised along Muddy Creek from approximately 300 feet downstream of the confluence of Stream 2EB to Liberty Grove Road.
As a result of the revision, the floodway shall widen and narrow, the 1% annual chance water-surface elevations shall increase and decrease, and the 1% annual chance floodplain shall widen and narrow along Muddy Creek.

The Texas Commission on Environmental Quality will offer a virtual public hearing on May 14, 2026, at 2:00 p.m. Central Daylight Time.
