INVITATION FOR BID Sealed bids addressed to Village of Briarcliff, TX, will be received by the Village of Briarcliff until AM local time November 6, 2025 and will then be publicly opened and read aloud, for the furnishing of all labor, materials, tools and equipment for the 12" Waterline Improvements including appurtenances, yard piping, valves, and any and all other hardware and fittings as required for a complete and functioning system. All Bids shall be sealed and the following written on the envelope: Village of Briarcliff, TX, Attn: Aaron Johnson Bid for: Village of Briarcliff, TX 12" Waterline Improvements Project Documents will be posted and available for download on the CivCast Website. Questions regarding the bidding must be posted on the CivCast website. A bidder who believes the Contract Documents to contain an error or unclarity may make a written inquiry as follows: The inquiry must be posted on the Civcast Website a minimum of seven (7) days prior to the bid. An Addendum will be issued only if OWNER's staff agrees that the Contract Documents are erroneous or siginificantly unclear. The OWNER may, on its own initiative, issue Addenda before the Bid opening and, if necessary, delay the Bid opening to ensure that bidders have had sufficient time to consider the Addenda. Bidders will be required to inform themselves of all Addenda duly issued. Addendum will be posted on the CivCast website. Information regarding the number of Addenda which have been duly issued can be obtained from the CivCast website. A cashier's check, certified check, or acceptable Bid Bond, payable to the order of The Village of Briarcliff, TX, in the amount not less than 5 percent of the total Base Bid must accompany each Bid as a guarantee that, if awarded the Contract, the Bidder will promptly enter into the Contract and execute forms contained in the Project Documents within 10 days after the Notice of Award. Bonds shall be executed on forms furnished by the OWNER and shall specifically provide for "Performance" and "Payment" Bonds and shall be in an amount of 100 percent of the Contract price, from a solvent surety company authorized to do business in the State of Texas and acceptable to VILLAGE OF BRIARCLIFF, TX. It shall be necessary that the CONTRACTOR increase the face amount of the Bond to equal each net increase, if any, in the original Contract price. Village of Briarcliff, TX reserves the right to reject any and all Bids and any noncomforming Bid and to award the Contract in a period of time not exceeding 60 calendar days from the Bid opening date. Bids shall remain firm for that period.Contract Time is of the essence and all Work shall be substantially completed within 210 calendar days after the Notice to Proceed, and within 240 calendar days for final completion for the base bid in accordance with the Bid Form, Section 00300. Substantial and final completion including Bid Alternate No. 1 shall be 240 and 270 calendar days respectively. At the Owner's discretion, liquidated damages of $250/ calendar day for substantial completion and $500/ calendar day for final completion may be assessed for each day the completion dates for substantial and final completion exceed the alloted time. A non-mandatory Pre-Bid conference will be held for this project on October 28, 2025, 10:00 AM at the Village of Briarcliff offices, 302 Sleat Drive, Briarcliff, TX.
