NOTICE OF ADOPTION OF RULES AND
PENALTIES
Notice is hereby given that the Board of Directors of Sandow Municipal Utility District No. 1C (the "District"), at a meeting held on November 14, 2025, adopted a Rate Order and Regulations Governing District Services, Including Plumbing and Sewer Rules, Payments, Termination of Services and Uses ("Rate Order"), which provides rules and regulations for connection to the District's sewer system and drainage system, as well as charges for these services.
Violation of any of the rules contained in the District's Rate Order will subject the violator to penalties, which includes a fine of up to $20,000 per breach and/or day, disconnection of water and sewer service, payment of any costs or damages resulting from the violation, and/or civil legal action.
A copy of the Rate Order and Regulations Governing District Services, Including Plumbing and Sewer Rules, Payments, Termination of Services and Uses is on file at the principal office of the District, Allen Boone Humphries Robinson LLP, 919 Congress Avenue, Suite 1500, Austin, Texas 78701, where they may be read in full.

Place and Time of Award: The District will consider the award of the sale of the Bonds on Tuesday, August 4, 2026 at 1:00 PM, C.D.T., at the designated meeting place outside the boundaries of the District, at Armbrust & Brown, PLLC, 100 Congress Avenue, Suite 1300, Austin, Texas 78701. Action will be taken immediately by the Board of Directors of the District to accept or reject the best bid. Each bidder must deliver a Bank Cashier's Check in the amount of $1,478,000 payable to the order of Wilbarger Creek Municipal Utility District No. 2 as a good faith deposit to: Public Finance Group LLC, 17128 Casanova Ave., Pflugerville, Texas 78660, by 9:30 AM, C.D.T. on the date of the sale.
The District and Public Finance Group LLC assume no responsibility or liability with respect to any irregularities associated with the submission of electronic bids. NOTICE IS HEREBY GIVEN THAT a public hearing will be conducted by the Commissioners Court of Travis County, Texas on July 28, 2026, at or after 9:00 a.m. at the Travis County Administration Building, Commissioners Courtroom, 700 Lavaca St., First Floor, Austin, Texas 78701.
The public hearing will be held to consider proposed assessments to be levied against the assessable property within Improvement Area #1A and Improvement Area #1B of the Lagos Reserve Public Improvement District (the "District") pursuant to the provisions of Chapter 372 of the Texas Local Government Code, as amended (the "PID Act").
The proposed public improvements to be undertaken at this time within Improvement Area #1A include street and sidewalk improvements, wastewater improvements, storm drainage improvements, and soft costs (the "Improvement Area #1A Projects"). The total estimated cost of the Improvement Area #1A Projects, plus bond issuance costs and first year annual collection costs (collectively, the "Improvement Area #1A Authorized Improvements"), is $26,558,979.
The proposed public improvements to be undertaken at this time within Improvement Area #1B include roadway, drainage, wastewater improvements and soft costs (the "Improvement Area #1B Projects"). The total estimated cost of the Improvement Area #1B Projects, plus bond issuance costs and first year annual collection costs (collectively, the "Improvement Area #1B Authorized Improvements"), is $392,519.
The boundaries of the District include approximately 469.734 acres within the County and the extraterritorial jurisdiction of the City of Austin, Texas, generally near the southeast corner of FM 973 and Blake Manor Road, and south of the Lagos Manor Subdivision, as more particularly described by a metes and bounds description available for public inspection at the office of the Travis County Tax Assessor-Collector, 2433 Ridgepoint Dr., Austin, Texas 78754. The metes and bounds descriptions of Improvement Area #1A and Improvement Area #1B of the District are also available for public inspection at the office of the Travis County Tax Assessor-Collector.
All written or oral objections on the proposed assessments within Improvement Area #1A and Improvement Area #1B of the District will be considered at the public hearing.

The Hays County Engineer's Office, in accordance with
National Flood Insurance Program regulation 65.7(b)(1),
