NOTICE OF PUBLIC HEARING
Notice is hereby given of a public hearing to be held by the New Hope Cultural Education Facilities Finance Corporation (the "Issuer") on Monday, August 25, 2025, at 8:30 a.m. CT via teleconference, by dialing the following toll-free number: 1-800-719-6100 (Access Code: 8503021#). The Issuer previously issued its Retirement Facility Revenue Bonds (Wesleyan Homes, Inc. Project) Series 2019 (the "Bonds"), which were issued in an aggregate principal amount of $30,545,000. The proceeds of the Bonds were loaned to Wesleyan Homes, Inc., a Texas nonprofit corporation and an organization described in Section 501(c)(3) of the Internal Revenue Code of 1986, as amended (the "Borrower"). A portion of the proceeds of the Bonds were used to finance the cost of the acquisition and refurbishment by the Borrower of a skilled nursing facility located at 4011 Williams Drive, Georgetown, Texas 78628 (the "Skilled Nursing Facility"). The Borrower expects to sell the Skilled Nursing Facility and to use a portion of the net sale proceeds in an aggregate amount not to exceed $6,000,000 toward the construction, equipping and/or improvement of a retirement community known as Wesleyan at Estrella located in Georgetown, Texas, which includes, without limitation, independent living and assisted living/memory care facilities located, respectively, at 139 Estrella Crossing, Georgetown, Texas 78628, and 109 Estrella Crossing, Georgetown, Texas 78628 (the "Replacement Facilities"), with the balance of the net sale proceeds to be used to defease a portion of the outstanding Bonds, all in a manner so the Bonds continue to be treated as "qualified 501(c)(3) bonds" under Section 145 of the Internal Revenue Code of 1986, as amended. The Borrower and/or affiliated entities own and operate the Replacement Facilities.
All interested parties are invited to express their views with respect to the Replacement Facilities and the Bonds by attending the public hearing to be held via teleconference. The City Council of the City of Cedar Park, Texas will hold two Public Hearings on the Fiscal Year 2026 Proposed Budget and Property Tax Rate on Thursday, September 4, 2025 and Thursday, September 11, 2025 at 7:00 pm. The hearings will be held at 450 Cypress Creek Road, Building 4 – Council Chambers.
This budget will raise more total property taxes than last year's budget by $1,993,109 or 3.37%, and of that amount $878,180 is tax revenue to be raised from new property added to the tax roll this year.
This budget is based upon a proposed tax rate of $0.360000 per $100 of valuation, which is a reduction of $0.003000 per $100 from the current tax rate of $0.363000 per $100.
