INVITATION FOR BIDS

This Invitation for Bids is for the construction of The Ranch Center consisting of "The Ranch Center Access, Drainage and Water Improvements" and "The Ranch Center Wastewater Improvements." The work generally consists of Access, Excavation, Drainage, Water, Wastewater, Lift Station, Force Main, and Erosion Control Improvements (the "Project"). Each sealed Bid should be addressed to both K29 1941 Investments, LP and Provident Realty Advisors, Inc. ("Owners") on behalf of Williamson County Municipal Utility District (WCMUD) No. 17 (the "District"). Bids will be received at the office of the Project Engineer, Attn: Steven P. Cates, Carlson, Brigance & Doering, Inc. (CBD, Inc.), 2nd Floor Conference Room, 5701 W. William Cannon Drive, Austin, TX 78749, Thursday, February 5, 2026 for a public bid opening at 2:00 p.m., where the Bids timely received will be publicly opened and read aloud. Any Bids received after the closing time will be unopened. In addition to submitted hard copy Bids, a thumb drive containing electronic Bid documents is required.
No Bids shall be withdrawn for a period of 120 days after the opening of the Bids. The Owners reserve the right to reject any or all Bids and to waive all defects and irregularities in bidding. The Successful Bidder, if any, will be the responsible Bidder which in the Owners' judgment will be most advantageous to the District and result in the best and most economical completion of the Project. Two separate Contracts will be issued for the Project; one between the Successful Bidder and K29 1941 Investments, LP and the other between the Successful Bidder and Provident Realty Advisors, Inc., with each Contract requiring separate Payment, Performance and Maintenance Bonds.
Bid documents for this project will be available for purchase from the office of the Project Engineer-CBD, Inc. A non-refundable purchase fee of $125.00 will be charged. The documents will contain CAD files, pdf set of plans and bid documents. Make checks payable and mail to Carlson, Brigance and Doering, Inc. Only those checks received will have their bids considered.
A Mandatory Pre-Bid Conference will be held at 2:00 p.m. on January 22, 2026 at CBD, Inc., 2nd Floor Conference Room, 5701 W. William Cannon Drive, Austin, TX 78749.
All questions, clarifications and requests regarding the project must be received in writing via email to Rob Hesley (rob@cbdeng.com) and received no later than 12:00 p.m., February 2, 2026. Any requests received after said time and date will not be addressed.
A Cashier's Check, Certified Check or Bid Bond payable jointly to K29 1941 Investments, LP and Provident Realty Advisors, Inc. in an amount not less than 5% of the total Bid must accompany each Bid as a guarantee that, if awarded the Contracts, the Successful Bidder will within 10 days of the award of the Contracts, enter into Contracts and furnish acceptable Performance and Payment Bonds in the amount of 100% of each Contract as required by WCMUD 17 and Williamson County. The Successful Bidder's surety will be forfeited and become the property of the Owners should the bidder fail to enter into the Contracts and furnish bonds acceptable to the Owners within 10 days after award of the Contracts.
The Pre-Qualification Statement included in the proposal packet and as required by WCMUD 17 shall be completed in its entirety and submitted as part of the Bid. Any Bid lacking the Pre-Qualification Statement will not be considered.
For each separate Contract, the Contractor will provide to K29 1941 Investments, LP, and Provident Realty Advisors, Inc. as the case may be, maintenance bonds in the amount of 10% of the cost of constructed drainage improvements within the subdivision that will remain in force for two (2) years from the date of acceptance by Williamson County. For each separate Contract, Contractor will provide the City of Liberty Hill a maintenance bond for 20% of constructed wastewater improvements cost that will remain in force for one (1) year from the date of acceptance. For each separate Contract, the Contractor will provide to the City of Georgetown a maintenance bond for 10% of constructed water improvements cost within the subdivision that will remain in force for two (2) years from the date of acceptance. For each separate Contract, Contractor will provide to Williamson County M.U.D. No. 17 a maintenance bond for 10% of constructed access excavation, drainage, water, wastewater, lift station and electrical improvements cost that will remain in force for one (1) year from the date of acceptance.
Prevailing Wage Rates, in accordance with Government Code 2258 are applicable to this project.
