NOTICE OF PUBLIC HEARING
Notice is hereby given that a telephonic public hearing will be held, on behalf of Travis County, Texas, on October 14, 2025, at 11:00 a.m. (CDT). Interested parties may join the public hearing on the date and the time indicated above by dialing 1-877-304-9269 (US Toll Free) and when prompted entering the meeting code 651864#.
This hearing is regarding a proposed issuance of qualified 501(c)(3) bonds, as defined in Section 145 of the Internal Revenue Code of 1986 (the "Tax Code"), by the Tarrant County Cultural Education Facilities Finance Corporation (the "TX Issuer") in one or more series (the "TX Issuer Bonds") for hospitals or other healthcare facilities as further described below in an aggregate principal amount not to exceed One Billion Five Hundred Eighty-Five Million Dollars ($1,585,000,000). A portion of the proceeds of the TX Issuer Bonds in the respective maximum principal amounts set forth below will be loaned to Ascension Health Alliance d/b/a Ascension ("Ascension"), a Missouri not-for-profit corporation and an organization described in Section 501(c)(3) of the Tax Code, and used to finance or refinance projects owned and/or principally used by Ascension Seton an affiliate of Asencion ("Ascension Seton") at the locations listed below, in the aggregate maximum principal amount at each such location as described in this notice: (i) the campus of Ascension Seton Medical Center Austin, generally located at 1201 West 38th Street, Austin, TX and generally bounded by West 38th Street, North Lamar Boulevard, West 32nd Street, Medical Parkway, West 34th Street, and Shoal Creek ($505,000,000), (ii) the campus of Dell Seton Medical Center at the University of Texas, generally located at 1500 Red River Street, Austin, TX and generally bounded by Red River Street, East 15th Street, Trinity Street, and East 18th Street ($215,000,000), (iii) the campus of Dell Children's Medical Center, generally located at 4900 Mueller Boulevard, Austin, TX and generally bounded by Mueller Boulevard, Philo-mena Street, Lancaster Drive, and Barbara Jordan Boulevard ($20,000,000) and (iv) the campus of Ascension Seton Northwest Hospital, generally located at 11113 Research Boulevard, Austin, TX and generally bounded by Research Boulevard, Balcones Woods Drive, Santa Cruz Drive and Seton Center Parkway ($20,000,000), each in Travis County.
This hearing is also regarding a proposed issuance of qualified 501(c)(3) bonds, as defined in Section 145 of the Tax Code, by the Indiana Finance Authority (the "IN Issuer") in one or more series in an amount not to exceed One Billion Four Hundred Seven Million ($1,407,000,000) (the "IN Issuer Bonds"). A portion of the proceeds of the IN Issuer Bonds in the respective maximum principal amounts set forth below will be loaned to Ascension and used to refinance projects owned and/or principally used by Ascension Seton at the locations listed below: (i) the campus of Ascension Seton Medical Center Austin, generally located at 1201 West 38th Street, Austin, TX and generally bounded by West 38th Street, North Lamar Boulevard, West 32nd Street, Medical Parkway, West 34th Street, and Shoal Creek ($90,000,000), (ii) Dell Seton Parking Garage, generally located at 501573 E 15th Street at the southwest corner of East 15th Street and Red River Street in Austin, TX ($11,000,000), and (iii) the campus of Ascension Seton Northwest Hospital, generally located at 11113 Research Boulevard, Austin, TX and generally bounded by Research Boulevard, Balcones Woods Drive, Santa Cruz Drive and Seton Center Parkway ($42,000,000), each in Travis County.
The above facilities are owned and/or principally used by Ascension Seton, a nonprofit corporation and an organization described in Section 501(c)(3) of the Tax Code.
The TX Issuer Bonds will be special and limited obligations of the TX Issuer payable solely from revenues pledged thereto to be received by or on behalf of Ascension. The IN Issuer Bonds will be special and limited obligations of the IN Issuer payable solely from revenues pledged thereto to be received by or on behalf of Ascension. Neither the TX Issuer Bonds nor the IN Issuer Bonds constitute an obligation of the City of Austin, Texas, or Travis County, Texas, and none of the City of Austin, Texas, Travis County, Texas, or any other political subdivision of the State of Texas or the State of Indiana whatsoever, shall have any liability in respect to payment of the amounts due with respect to the TX Issuer Bonds or the IN Issuer Bonds, other than the special and limited obligations of the TX Issuer and the IN Issuer, and all of such payments shall be made by or on behalf of Ascension.
