NOTICE IS HEREBY GIVEN THAT a public hearing will be conducted by the City Council of Kyle, Texas on May 19, 2026 at or after 7:00 p.m. at Kyle City Hall, 100 W. Center Street, Kyle, Texas 78640. The proposed improvements to be undertaken at this time include street improvements, drainage improvements, water improvements, wastewater improvements, landscaping improvements, detention improvements, a portion of a WWTP capacity payment, lift station and force main improvements, offsite water improvements, trail improvements, improvements to 6 Creeks Boulevard, costs related to designing, constructing, and installing of the improvements, other improvements similar to those described above, bond issuance costs, and the first year annual collection costs (collectively, the "Improvement Area #6 Improvements").
The total costs of the Improvement Area #6 Improvements, including administrative costs and the costs of issuing bonds, are $18,288,000.
The boundaries of the District include approximately 858.7 acres of land located approximately 2.5 miles northwest of the City center near Interstate Highway 35 and Farm to Market Road 150, within the extraterritorial jurisdiction of the City. The boundaries of Improvement Area #6 of the District include approximately 113.707 acres of land within the District, as more particularly described by the metes and bounds descriptions available at Kyle City Hall for public inspection.
All written or oral objections on the proposed assessments within Improvement Area #6 of the District will be considered at the public hearing.
Copies of the proposed Improvement Area #6 Assessment Roll, which include the assessments proposed to be levied against each parcel of land within Improvement Area #6 of the District that benefits from the Improvement Area #6 Improvements are available for public inspection at the office of the City Secretary, 100 W. NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that on May 12, 2026, a public hearing as required by Section 147(f) of the Internal Revenue Code of 1986, as amended (the "Code") will be held with respect to the proposed issuance by the National Finance Authority (the "Authority") of qualified 501(c)(3) bonds, as defined in Section 145 of the Code, in one or more series in an amount not to exceed $75,000,000 (the "Bonds") for teacher housing facilities.
Pursuant to a plan of finance, the proceeds of the Bonds will be loaned to Public-Private Development Corporation (PPDC) ("PPDC"), a Texas nonprofit corporation, or an entity the sole member of which is PPDC (the "Borrower"), which will use a portion of the proceeds to (1) finance the acquisition, design, construction and equipping of single-family housing development and related amenities located at 2900 Borchert Loop Lockhart, TX 78644, for the purpose of lessening the burdens of government and for the use and benefit of Lockhart Independent School District, (2) fund capitalized interest on the Bonds, (3) fund a tenant reserve fund, and (4) pay certain expenses incurred in connection with the issuance of the Bonds. The facilities to be financed and/or refinanced are to be owned and operated by the Borrower, whose sole member is an organization described in Section 501(c)(3) of the Code.
The Bonds and the obligation to pay principal of and interest thereon and any redemption premium with respect thereto do not constitute indebtedness or an obligation of Caldwell County, Texas, the Authority, the State of New Hampshire, or any political subdivision thereof, within the meaning of any constitutional or statutory debt limitation, or a charge against the general credit or taxing powers of any of them. The Bonds shall be a limited obligation of the Authority, payable solely from certain revenues duly pledged therefor.
