Request for Proposals
Contractors are invited to submit proposals for the Bexar County Emergency Services District No. 4 (BCESD 4) Water Main Construction project. The project will be constructed under a San Antonio Water System (SAWS) General Construction Permit (GCP) therefore Contractors proposing must be a SAWS approved contractor. Project proposals will provide for all labor, supervision, materials, services, and equipment required to construct a new water main (154 L.F. of 12" C900, CLASS 235 PVC) located on BCESD 4 property which is located adjacent to IH10 West between Ranchland View and Fox Briar Lane. The site is identified by an on-site BCESD 4 sign.

Each bid must be accompanied by an acceptable bid bond or certified check in the amount of 5% of the total bid. Bids must be submitted in the form as identified in the project documents. No bid may be withdrawn for 60 days after the above scheduled closing time set for receipt of proposals.
Proposals can be submitted either electronically to Lee Standley, BCESD 4 Fire Administrator at lstandley@bcesdfr.org, or sealed proposals can be delivered to BCESD 4 Station 132, 26217 Ralph Fair Rd., Boerne, TX, 78015. Proposals for the project will be received by BCESD 4 until 2:00 p.m., Thursday, November 5, 2026; and then opened and read aloud. Any proposals received after such time will be rejected and returned to the proposer.
Bexar County Emergency Services District No. 4 reserves the right to reject any and all proposals, to waive any formalities, and to select the proposal deemed in the best interest of Bexar County Emergency Services District No. 4.
