INVITATION FOR BIDS
Habitat for Humanity of San Antonio, Inc. (Habitat) is requesting sealed bids from qualified, responsible bidders for the Rancho Carlota, Unit 6 Subdivision – Water, Sewer, Streets, Sidewalks, Drives, Drainage, and related Improvements. Work includes all labor, materials and equipment required for the construction of water, sewer, streets, sidewalks, drives, drainage, and related improvements to create a 45-lot residential subdivision. Qualified firms will be able to comply with Davis-Bacon and Related Acts and Federal Labor Standards and the City of San Antonio's and Bexar County's Labor Standard Provisions. All qualified firms including Small, Minority, and Women Owned Businesses and Section 3 Certified Businesses are encouraged to submit bids in response to this bid invitation. Habitat is an Equal Opportunity Employer. All qualified bid proposals will receive equal consideration without regard to race, color, religion, sex, national origin, age, disability, or any other protected class under local, State and/or Federal laws and regulations.
All contractors/subcontractors which are debarred, suspended, or otherwise excluded from or ineligible for participation in City, County, or federal assistance programs may not undertake any activity in part or in full under this project.
Specifications and bidding documents for this project number 012386-070 may be obtained by contacting the project engineer at Pape-Dawson Engineers, Inc., 2000 NW Loop 410 San Antonio, TX 78213, phone: (210) 375-9000. Bids signed, executed and dated must be submitted via email to Raul Garcia, P.E. at RGarcia@pape-dawson.com and received by 10:00 A.M., local standard time, Mon, July 13, 2026. Bids will be opened publicly shortly thereafter.

A bid bond in the amount of 5% of the bid shall be submitted with each bid. The successful bidder will be required to furnish Performance and Payment Bonds, each in the amount of one hundred (100%) percent of the total contract amount.
Complete bid packages with all required schedules will receive priority consideration before any incomplete bid packages are considered. Habitat reserves the right to accept or reject any and all bids at its option and to waive any formalities. Bids may be held by Habitat for a period not to exceed 30 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. The Notice to Proceed for the Rancho Carlota, Unit 6 Subdivision project with all improvements is expected to be issued by the engineer on or before August 3, 2026. Each bidder shall indicate on his bid the number of calendar days he will require to complete the entire work under the contract. Habitat considers it imperative that the work be completed at the earliest possible date and consideration will be given to the proposed completion date in determining the bidders to whom the contract will be awarded.

Pape-Dawson Engineers is accepting construction bids for Lucero at Luckey Ranch, Unit 1, a single-family residential development consisting of 149 lots on 27.4 acres. This project includes streets, drainage, water, sanitary sewer improvements, and related appurtenances. The project is located approximately 1.8 miles south of the intersection of HWY 90 and WT Montgomery Rd, within the Extra-Territorial Jurisdiction (ETJ) of San Antonio, Bexar County, Texas. A mandatory pre-bid meeting is scheduled for 9:30 AM local time on Wednesday, July 15, 2026, at the Pape-Dawson office located at 2000 NW Loop 410, San Antonio, Texas 78213. Sealed bids, submitted in duplicate and addressed to LGI Homes – Texas, LLC, shall be delivered to Pape-Dawson (attn: Jon Adame, P.E.) no later than 3:00 PM local time on Wednesday, July 22, 2026, at which time they will be publicly opened and read aloud. Digital copies of the project plans and specifications will be provided via email upon request.
