CITY OF GARLAND, TEXAS NOTICE OF PROPOSED SUBSTANTIAL AMENDMENT FY 2025-2026 ANNUAL ACTION PLAN The City of Garland is proposing a Substantial Amendment to its FY 2025-2026 Annual Action Plan for the Library Outdoor Learning Program. The program is currently funded at $421,570.00. The City proposes to add $1,042,456.87 in Neighborhood Stabilization Program (NSP) Program Income, increasing the total funding for the Library Outdoor Learning Program to $1,464,026.87. The NSP Program Income was generated through the City's previously closed Neighborhood Stabilization Program. The funds were not previously incorporated into the City's CDBG program due to CDBG expenditure and timeliness considerations.
