PUBLIC HEARING NOTICE REGARDING
ISSUANCE OF NOTES
A public hearing will be held at 8:30 a.m. CT on Thursday, August 13, 2026, by Love Field Airport Modernization Corporation (the "Issuer"), regarding the proposed issuance from time to time of its Airport System Commercial Paper Notes, AMT Series (the "Notes"), which will be issued pursuant to a plan of financing. The public hearing will be held via teleconference and can be attended by dialing the following toll-free number: 1-800-719-6100 (Passcode: 8503021#). The proceeds of the Notes will be used to provide funds to finance and refinance the acquisition, construction, reconstruction and equipment of improvements to Love Field, an airport owned and operated by the City of Dallas, Texas. The initial improvements to be financed with proceeds of the Notes include the construction and reconstruction of the runways and taxiways at Love Field. Love Field is located at 8008 Herb Kelleher Way, Dallas, Texas 75235. The maximum aggregate principal amount of the proposed Notes to be outstanding from time to time and at any one time shall not exceed $150,000,000. All interested persons are invited to submit written comments to the Issuer prior to the time set for the public hearing or to attend the public hearing via teleconference and express comments they may have regarding the proposed Notes.

Applicant Request: The Potters House of Dallas, Inc. has requested an amendment to the City of Dallas Thoroughfare Plan to change the designation of Grady Niblo Road between 3,650 feet east of Mountain Creek Parkway and Merrifield Road from a standard six-lane divided principal arterial roadway in 107 feet of right-of-way (S-6-D) to a minimum four-lane divided minor arterial roadway in 80 feet of right-of-way (M-4-D(A)).
Applicant Request: The City of Dallas Department of Transportation and Public Works has requested an amendment to the City of Dallas Thoroughfare Plan to change the designation of Crouch Road between Patrol Way and Lancaster Road from a standard two-lane undivided roadway in 56 feet of right-of-way and 36 feet of pavement (S-2-U) to a minimum four lane undivided roadway in 60 feet of right-of-way and 40 feet of pavement (M-4-U).
Applicant Request: The City of Dallas Department of Transportation and Public Works has requested an amendment to the City of Dallas Thoroughfare Plan to remove Colonial Avenue between Pennsylvania Avenue and Martin Luther King Jr. Boulevard.

NOTICE OF INTENTION
TO ISSUE CERTIFICATES OF OBLIGATION
OF THE CITY OF GARLAND
THE CITY OF GARLAND, in the Counties of Dallas, Collin and Rockwall, Texas, hereby gives notice of its intention to issue CITY OF GARLAND CERTIFICATES OF OBLIGATION, in accordance with the Certificate of Obligation Act of 1971, as amended and codified, and other applicable laws, in the maximum principal amount of $60,000,000 for the purpose of paying all or a portion of the City's contractual obligations incurred pursuant to contracts for the purchase, construction, renovation and acquisition of certain real and personal property, to wit: (a) acquiring, constructing, renovating, improving, installing and equipping park and recreational improvements and the acquisition of land and interests in land related thereto; (b) constructing, renovating and equipping municipal drainage improvements; (c) constructing and improving streets, including related sidewalks, cycle paths, signage and signalization, landscaping, streetscaping, drainage, utility line relocations and the acquisition of land and rights-of-way therefor; (d) acquiring, constructing, renovating, improving and equipping existing municipal buildings, including HVAC replacement/upgrades, roof replacement, parking lot upgrades, and safety upgrades; (e) constructing, renovating, installing and equipping of buildings, streets and traffic control facilities, and public safety facilities for the police and fire departments, and parks and recreation department; (f) acquisition of vehicles and equipment for, and acquiring, constructing, installing and equipping additions, extensions, renovations and improvements for the City's sanitation department, including the landfill and transfer station; and (g) for the purpose of paying all or a portion of the City's contractual obligations for professional services, including engineers, architects, attorneys, map makers, auditors, and financial advisors, in connection with said projects and said Certificates of Obligation. The City proposes to provide for the payment of such Certificates of Obligation from the levy and collection of ad valorem taxes in the City as provided by law, and a limited pledge of the net revenues derived by the City from the ownership and operation of the City's Water and Sewer System. The City Council of the City tentatively proposes to authorize the issuance of such Certificates of Obligation, in one or more series, at a meeting commencing at 7:00 p.m. on September 1, 2026, in the City Council room at the Garland City Hall, 200 N. Fifth Street, Garland, Texas. In the event that the City Council will be unable to meet at the Garland City Hall on September 1, 2026, the City will post on its website, www.garlandtx.gov, information for persons to attend the meeting by telephone, teleconference or other electronic means.
The maximum interest rate for such Certificates of Obligation will not exceed the maximum legal interest rate, the maximum maturity date for such Certificates of Obligation is February 15, 2046, and the estimated combined principal and interest required to pay such Certificates of Obligation to be authorized on time and in full is $85,114,205.01.
The City currently has outstanding debt obligations secured by and payable from ad valorem taxes equal to $593,380,000 in principal amount and $824,464,519.71 in combined principal and interest required to pay such outstanding debt obligations on time and in full.
