With Helping Hands, "serving nutritious meals" (CACFP Contracting Entity, TDA CE ID: CE06083) is soliciting sealed bids from qualified food service vendors to provide complete, CACFP-compliant unitized lunch and supper meals for delivery to approximately 61 licensed At-Risk Afterschool Care sites in the Dallas–Fort Worth metropolitan area.
CONTRACT PERIOD: October 1, 2026 through September 30, 2027, with up to four annual renewal options if scope is unchanged and TDA approves.
SERVICES REQUIRED: Daily delivery of CACFP-compliant unitized lunch and supper meals to approximately 61 licensed At-Risk Afterschool Care sites throughout the Dallas–Fort Worth area, Monday through Friday. All meals must meet USDA and TDA CACFP meal pattern requirements per 7 CFR Part 226. Estimated 250 operating days per year.
BOND REQUIREMENTS: A bid bond in an amount not less than 5% and not more than 10% of the value of the contract is required of all bidders. A 10% performance bond is required of the successful bidder. All bonds must be obtained from a surety company listed in the U.S. Department of the Treasury Circular 570.

BID SUBMISSION DEADLINE: Sealed bids must be received no later than 2:00 PM CST on June 11, 2026. Bids received after this deadline will not be considered.
PUBLIC BID OPENING: Bids will be opened publicly at 2:00 PM CST on June 11, 2026 at 12510 1/2 Unison Rd, Houston, TX 77044-2324. Bidders and their authorized representatives are welcome to attend.
All contracts are subject to review and approval by the Texas Department of Agriculture, Food and Nutrition Division, prior to award. With Helping Hands has not selected a vendor prior to completion of the competitive procurement process. All qualified vendors are encouraged to submit bids. With Helping Hands reserves the right to reject any and all bids.

The project improvement limits approximately 330 feet of screening wall improvements along Josey Lane at the Green Ridge Drive intersections, including structural and zero-scaping infrastructure.
