NOTICE OF PUBLIC HEARING BEFORE THE CITY COUNCIL OF THE CITY OF ROWLETT, TEXAS
The City of Rowlett City Council will conduct a public hearing at 7:00 PM on Tuesday, May 5, 2026 to consider and take action on the following items:
A request to amend the zoning ordinance and map of the City of Rowlett, as previously amended, by amending the zoning from General Commercial/Retail (with an existing Special Use Permit approved through Ordinance (C-2 – SUP-Ord. 018-25) to General Commercial/Retail with a Special Use Permit allowing newly defined unmanned aircraft systems hub use for a portion of an approximately 2.85 acre tract commonly known as 5408 Kenwood Drive and described as a portion of Lot 6RA, Block A of the amending replat of Lukes Landing Lots 5ARA and 6RA, Block A, in the City of Rowlett, Dallas County, Texas.
A request to amend the zoning ordinance and map of the City of Rowlett, as previously amended, by amending the zoning from Limited Commercial/Retail (C-1) district to a Planned Development district with Single Family Residential uses (PD-SF5) for an approximately 1.8 acre tract commonly known as 2345 Fuqua Road, and being more particularly described as Block 1, Tract 1 of La Costa Addition, in the City of Rowlett, Dallas County, Texas.
A request to amend the Form Based Code, the zoning map, the North Shore Framework Plan, the Comprehensive Plan Future Land Use Map and the Comprehensive Plan Master Thoroughfare Plan of the City of Rowlett, all as previously amended, by amending the zoning from Form Based Commercial Center (FB-CC) district, Single-Family (SF-40) district, Form Based Rural Neighborhood (FB-RN) district and Form Based Urban Neighborhood (FB-UN) district to a Planned Development district with Single-Family uses (PD-SF5) for an approximately 67.543 acres tract located at 6701 Liberty Grove Road, being multiple tracts more described as approximately 67.543 acres in the Reason Crist Survey, Abstract No. 225, and the John M. Thomas Survey, Abstract No. 1478, City of Rowlett, Dallas County, Texas and being all of that tract of land described in Deed to Homeboy's Enterprises, Inc., as recorded in Document No. 2003157-03202, Deed Records, Dallas County, Texas and being all of that tract of land described in Deed to Wolfe RE MGMT., LLC, as recorded in Document No. 202300064833, Deed Records,
Dallas County, Texas.
The Council may modify the applicant's requests, and the final action may not exactly mirror the applicant's request. The City Council Meeting will be held in the City Hall Chambers located at 4000 Main Street, Rowlett, Texas 75088. The public can view live on the City's website or via RTN16. Staff's analysis and all associated exhibits will be published by Friday, April 29, 2026.
