NOTICE OF PUBLIC HEARING ON PROPOSED RULEMAKING AND REVISIONS TO THE STATE IMPLEMENTATION PLAN The Texas Commission on Environmental Quality will offer a virtual public hearing on May 14, 2026, at 2:00 p.m. Central Daylight Time. The hearing is offered to receive testimony regarding proposed revisions to 30 Texas Administrative Code (TAC) Chapter 114 and the State Implementation Plan (SIP) that impacts the Texas vehicle inspection and maintenance program (Project Nos. 2026-003-114-AI and 2026-004-SIP-NR). The proposed rulemaking and SIP revision would implement Senate Bill (SB) 2102 and SB 1729 as they relate to requiring revenue neutrality. The proposed rulemaking and SIP revision would not change any fee amounts in 30 TAC Chapter 114. The hearing will be conducted in English, and instructions for participating in the hearing will also be provided in Spanish. NOTICE OF ISSUANCE OF REVENUE BONDS BY THE NORTH TEXAS TOLLWAY AUTHORITY The following notice regarding the potential issuance of revenue notes and bonds by the North Texas Tollway Authority has been provided to the Commissioners Courts of each of its four member counties, Collin County, Dallas County, Denton County and Tarrant County, on March 11, 2026, in accordance with Chapter 366, Texas Transportation Code: As you know, the North Texas Tollway Authority ("NTTA") is required to notify the Commissioners Courts of each of its four member counties at least 90 days prior to the issuance of any anticipated revenue bonds. In accordance with its established $200 million commercial paper program and $100 million revolving note program, NTTA may issue commercial paper notes and revolving notes from time to time to finance capital improvements to the System and other turnpike projects and to finance equipment purchases for the System and other turnpike projects. Also, NTTA may issue up to $1.5 billion in refunding bonds to refund commercial paper notes and revolving notes into long-term debt or to refund other bonds or obligations secured by revenues of the System for economic or restructuring purposes. Many factors (which will vary depending on which project is being financed), including receipt of required environmental approvals, final interlocal agreements between NTTA and local government entities, projected construction costs, and interest rates will affect the decision of when, if and in what form the above-described project financings or refundings go forward. Request for Proposals for Training for the North Texas Zero Emissions Vehicles Project (NTxZEV) The North Central Texas Council of Governments (NCTCOG) is requesting written proposals from qualified consultants to host training sessions regarding heavy-duty, zero-emission vehicles (ZEVs), including both battery electric vehicles and hydrogen fuel cell electric vehicles. The training is intended for several target audiences, including: (1) first responders (e.g., fire and police departments, emergency medical services, Department of Public Safety officials, courtesy patrol operators) and post-incident responders (e.g., tow operators, hazardous material cleanup crews); and, (2) fleet staff who acquire ZEVs as part of the NTxZEV project, including mechanics/technicians. NCTCOG will be releasing this RFP on Friday, April 3, 2026, in the Bidnet Direct system and will accept electronic submissions through the Bidnet Direct system only.
