NOTICE OF SUPPLEMENTAL PUBLIC HEARING
TARRANT COUNTY CULTURAL EDUCATION FACILITIES FINANCE CORPORATION
HOSPITAL REVENUE BONDS

Notice is hereby given of a supplemental telephonic public hearing to be held by the Tarrant County Cultural Education Facilities Finance Corporation (the "Issuer") on July 16, 2026, at 10:30 a.m. Individuals may attend the public hearing by telephone toll-free by dialing (877) 853-5257. On August 13, 2025, the Issuer issued "qualified 501(c)(3) bonds" (the "Bonds") pursuant to section 145 of the Internal Revenue Code of 1986 (the "Code"), for the benefit of Texas Health Resources, a Texas nonprofit corporation, and certain of its affiliates (collectively, the "Obligor"). The Bonds were issued pursuant to a plan of financing that was approved for purposes of Section 147(f) of the Code in advance of such issuance following a duly noticed public hearing. Subsequent to the issuance of the Bonds, as a result of a change in circumstances unforeseen at the time of issuance, the Issuer and the Obligor have proposed to change the use of the proceeds of the Bonds to increase the amount to be expended for hospital and related healthcare facilities located at the Northwest Quadrant of U.S. 75 and Laud Howell Parkway in McKinney, Texas, as further described in this notice. The purpose of the supplemental hearing, which is being held pursuant to Section 1.147(f)-1(f)(6)(iii) of the Treasury Regulations, is to provide a reasonable opportunity for interested persons to express their views regarding this proposed change in the plan of financing and use of the proceeds of the Bonds.
The plan of financing provides for the issuance of qualified 501(c)(3) bonds in one or more series, in an aggregate maximum stated principal amount not to exceed $1,895,000,000, to be used to finance and refinance hospital and related healthcare facilities located at any one or more of the following locations, in the aggregate maximum stated principal amounts at each location noted below: (a) 12800 Reeder Road, Forney, TX 75126 (Kaufman County) ($200,000,000); (b) 6200 West Parker Road, Plano, TX 75093 (Collin County) ($325,000,000); (c) 6100 Harris Parkway, Fort Worth, TX 76132 (Tarrant County) ($290,000,000); (d) 1301 Pennsylvania Avenue, Fort Worth, TX 76104 (Tarrant County) ($250,000,000); (e) 8200 Walnut Hill Lane, Dallas, TX 75231 (Dallas County) ($250,000,000); (f) 110 S. Preston Road, Celina, TX 75009 (Collin County) ($50,000,000); (g) Northwest Quadrant of U.S. 75 and Laud Howell Parkway, McKinney, TX 75071 (Collin County) ($325,000,000 (increased from $225,000,000 in the original notice)); (h) 101 Crown Pointe Blvd., Willow Park, TX 76087 (Parker County) ($150,000,000); (i) 12400 Dallas Parkway, Frisco, TX 75033 (Collin County) ($60,000,000); (j) 3000 North I-35, Denton, TX 76201 (Denton County) ($65,000,000); (k) 1600 Hospital Parkway, Bedford, TX 76022 (Tarrant County) ($20,000,000); and (l) 1105 N. Central Expressway, Allen, TX 75013 (Collin County) ($10,000,000) (collectively, the "Project"). The Obligor is the owner and principal user of the Project.
All interested persons are invited to express their views with respect to the Project and the change in the plan of financing.
