Place and Time of Sale: The Board of Directors of Spradley Farms Improvement District of Kaufman County (the "District") will receive and publicly read bids for the purchase of the $4,045,000 Unlimited Tax Utility Bonds, Series 2026 (the "Bonds") at the designated meeting place outside the boundaries of the District, at the City Manager's Conference Room, George A. Venner, Sr. Municipal Center, 1515 N. Galloway Ave., Mesquite, Texas 75149 at 3:00 P.M., Central Standard Time, Tuesday, June 16, 2026.
Address of Bids: Bids for the Bonds may be delivered to the District electronically, by telephone or delivered directly to the District in a sealed envelope, addressed to the "President and Board of Directors of Spradley Farms Improvement District of Kaufman County," and delivered to the District's Financial Advisor, Cedar Creek Municipal Advisors, LLC, 4801 Woodway Drive, Suite 118-E, Houston, Texas 77056 or via email at txspecialdistrictbidforms@cedarcreekma.com, prior to 10:00 A.M., Central Time on the date of the bid opening. Any bid received after 10:00 A.M., Central Time, Tuesday, June 16, 2026, will not be accepted and will be returned unopened. All bidders must submit a signed "Official Bid Form" and a Bank Cashier's Check in the amount of $80,900 payable to the order of the District as a good faith deposit.

The District reserves the right to reject any and all bids and to waive any and all irregularities except time of filing. Swinerton Builders is seeking qualified subcontractors and suppliers to provide Design-Assist services during the preconstruction phase. The intent is for the selected firm to transition into full construction execution pending final budget alignment at the GMP stage. The project is intended to commence by September 1, 2026, and be substantially completed by March 31, 2028 for Dallas PD buildings and June 30, 2028 for Criminal Justice Center. Pricing (bids) for the (building) will be solicited at a later date. We are only accepting Sitework & Utility bids and Design- Assist trades at this time.
Swinerton encourages participation from MWBE, DBE and HUB firms.
