Place and Time of Sale: The Board of Directors of Williamson County Municipal Utility District No. 23 (the "District") will receive and publicly read bids for the purchase of the $16,295,000 Unlimited Tax Road Bonds, Series 2025 ("the Bonds") at the designated meeting place outside the boundaries of the District, at 4501 183A Toll Road, Suite B, Cedar Park, Texas 78613 at 11:30 A.M., Central Time, on Monday, September 15, 2025.
Address of Bids: Bids for the Bonds may be delivered to the District electronically, by telephone or delivered directly to the District in a sealed envelope, addressed to the "President and Board of Directors of Williamson County Municipal Utility District No. 23," and delivered to the District's Financial Advisor, Robert W. Baird & Co. Incorporated, 4801 Woodway Drive, Suite 118-E, Houston, Texas 77056 or via email at TXSpecialDistrictBidForms@rwbaird.com, prior to 9:30 A.M., Central Time, on the date of the bid opening. Any bid received after 9:30 A.M. Central Time, Monday, September 15, 2025, will not be accepted and will be returned unopened. All bidders must submit a signed "Official Bid Form" and a Bank Cashier's Check in the amount of $325,900 payable to the order of the District as a good faith deposit.
Information: The Bonds are more completely described in the "Official Notice of Sale" and the "Preliminary Official Statement" which may be obtained from Robert W. Baird & Co. Incorporated, 4801 Woodway Drive, Suite 118-E, Houston, Texas 77056; Financial Advisor to the District. The District reserves the right to reject any and all bids and to waive any and all irregularities except time of filing. This notice does not constitute an offer to sell the Bonds but is merely notice of sale of the Bonds as required by law. The offer to sell the Bonds will be made only by means of the "Official Notice of Sale," "Preliminary Official Statement," and the "Official Bid Form."

NOTICE OF PUBLIC HEARING
Notice is hereby given of a public hearing to be held by the New Hope Cultural Education Facilities Finance Corporation (the "Issuer") on Monday, August 25, 2025, at 8:30 a.m. CT via teleconference, by dialing the following toll-free number: 1-800-719-6100 (Access Code: 8503021#). The Issuer previously issued its Retirement Facility Revenue Bonds (Wesleyan Homes, Inc. Project) Series 2019 (the "Bonds"), which were issued in an aggregate principal amount of $30,545,000. The proceeds of the Bonds were loaned to Wesleyan Homes, Inc., a Texas nonprofit corporation and an organization described in Section 501(c)(3) of the Internal Revenue Code of 1986, as amended (the "Borrower"). A portion of the proceeds of the Bonds were used to finance the cost of the acquisition and refurbishment by the Borrower of a skilled nursing facility located at 4011 Williams Drive, Georgetown, Texas 78628 (the "Skilled Nursing Facility"). The Borrower expects to sell the Skilled Nursing Facility and to use a portion of the net sale proceeds in an aggregate amount not to exceed $6,000,000 toward the construction, equipping and/or improvement of a retirement community known as Wesleyan at Estrella located in Georgetown, Texas, which includes, without limitation, independent living and assisted living/memory care facilities located, respectively, at 139 Estrella Crossing, Georgetown, Texas 78628, and 109 Estrella Crossing, Georgetown, Texas 78628 (the "Replacement Facilities"), with the balance of the net sale proceeds to be used to defease a portion of the outstanding Bonds, all in a manner so the Bonds continue to be treated as "qualified 501(c)(3) bonds" under Section 145 of the Internal Revenue Code of 1986, as amended. The Borrower and/or affiliated entities own and operate the Replacement Facilities.
All interested parties are invited to express their views with respect to the Replacement Facilities and the Bonds by attending the public hearing to be held via teleconference. Any interested persons unable to attend the hearing may submit their views in writing to the Issuer c/o Abraham "Abe" Benavides, McCall, Parkhurst & Horton L.L.P., 717 North Harwood, Suite 900, Dallas, Texas 75201, prior to the date scheduled for the hearing.
This notice is published and the above-described hearing is to be held in satisfaction of Section 147(f) of the Internal Revenue Code of 1986, as amended, regarding the public approval requirements relating to the exemption from federal income taxation of interest on the Bonds.

Fiscal Year 2026 Budget
The City Council of the City of Cedar Park, Texas will hold two Public Hearings on the Fiscal Year 2026 Proposed Budget and Property Tax Rate on Thursday, September 4, 2025 and Thursday, September 11, 2025 at 7:00 pm. The hearings will be held at 450 Cypress Creek Road, Building 4 – Council Chambers.
This budget will raise more total property taxes than last year's budget by $1,993,109 or 3.37%, and of that amount $878,180 is tax revenue to be raised from new property added to the tax roll this year.
This budget is based upon a proposed tax rate of $0.360000 per $100 of valuation, which is a reduction of $0.003000 per $100 from the current tax rate of $0.363000 per $100.
