NOTICE OF PUBLIC HEARING A public hearing has been scheduled on Wednesday, September 23, 2026, at 1:00 p.m. regarding an application from GoodRE Singleton Investments LLC ("Applicant") for a Municipal Setting Designation ("MSD") ordinance for property located at 4700 Singleton Boulevard and adjacent street rights of way ("Designated Property"), Dallas, Texas in and adjacent to City Block 7198. The City Council meeting will be held by video conference and in the Council Chambers on the 6th floor of City Hall. Public Affairs and Outreach will stream the City Council meeting for public viewing on Spectrum Cable Channel 95 and bit.ly/cityofdallastv. A videoconference link will also be available in the City Council Agenda. The purpose of an MSD ordinance is to restrict access to and prohibit the use of the groundwater directly below the Designated Property. An MSD is the way a property owner can legally say that the contaminated groundwater at their property cannot be used for drinking water now or in the future, to protect public health. In addition to protecting public health, it may also help a contaminated site be reinvested in or redeveloped. A property is eligible for an MSD if: (1) it is within the corporate limits or extraterritorial jurisdiction of a municipality authorized by statute; and (2) a public drinking water supply system exists that satisfies the requirements of Texas Health and Safety Code Chapter 341 and that supplies or is capable of supplying drinking water to the property for which the MSD is sought and property within one-half mile of the property for which the MSD is sought. The Designated Property meets these criteria. The City of Dallas distributes treated surface water from area water supply reservoirs for use within the City. Groundwater is not used for drinking water. The public hearing will allow staff and the applicant to address any concerns or questions regarding MSDs generally, this application specifically, and allows citizens to comment. Based on information provided by the Applicant, the groundwater contamination at the Designated Property is at approximately 11 to 18 feet below ground surface. The potential offsite sources in groundwater are suspected to be from the operation of various industrial and chemical companies to the east, south, and west. Currently the Designated Property is utilized by a rebar fabrication and distribution business operating as Nucor Harris Rebar. The anticipated future use is expected to remain the same. Type of Contaminants Found: chlorinated solvents. If approved by the Dallas City Council, the MSD ordinance will prohibit the use of designated groundwater beneath the Designated Property as potable water and other inappropriate uses of and contact with the groundwater at the Designated Property and will support issuance of an MSD by the Texas Commission on Environmental Quality ("TCEQ"). The Applicant will then file a separate application with the TCEQ for an MSD certificate pursuant to Texas Health and Safety Code, Chapter 361, Subchapter W.
