NOTICE OF PUBLIC HEARING
TAKE NOTICE THAT, for purposes of Section 147 of the Internal Revenue Code of 1986, as amended, the Tarrant County Cultural Education Facilities Finance Corporation (the "Issuer") will hold a public hearing on July 16, 2026, at 10:00 a.m., accessible to the public by telephone, with respect to a plan of financing that will consist of the issuance, in one or more series and in one or more years, of the Issuer's limited obligation revenue bonds (the "Bonds") in the approximate maximum aggregate principal amount of $750,000,000. The Bonds are proposed to be issued as qualified 501(c)(3) bonds to (i) finance the construction, expansion, renovation, and replacement of, additions to, and the acquisition of sites, buildings, and capital equipment for healthcare facilities, including but not limited to, acute care hospitals and clinics (the "New Projects"), (ii) refinance the construction, expansion, renovation, and replacement of, additions to, and the acquisition of sites, buildings, and capital equipment for healthcare facilities, including but not limited to, acute care hospitals and clinics (the "Refinanced Projects," and together with the New Projects, the "Projects"), and (iii) pay costs in connection with the issuance of the Bonds. The Projects to be financed and refinanced with the Bonds are or will be owned or principally used by Texas Health Resources, a Texas nonprofit corporation, or one or more of its tax-exempt affiliates.
The Bonds will be limited non-recourse obligations of the Issuer payable solely from the repayment of a loan of proceeds of the Bonds to Texas Health Resources and will not constitute a debt or obligation of Tarrant County or any other public body or be in any way payable from taxes or other public funds.
All interested persons are invited to attend the public hearing by telephone and will be given an opportunity to address the question of whether the Commissioners Court and/or County Judges of Collin, Dallas, Denton, Erath, Johnson, Kaufman and/or Tarrant Counties should approve the Projects and the plan of financing for the issuance of the Bonds. Following the public hearing, a report concerning the hearing will be submitted to the approving governmental bodies or officials, with a request to approve the Projects and plan of financing for the issuance of the Bonds. A public meeting has been scheduled on June 23, 2026, at 5 pm at Public Works Conference Room, Farmers Branch City Hall located at 13000 William Doddson Pkwy Farmers Branch, TX 75234 regarding an application by the City of Farmers Branch for a Municipal Setting Designation ("MSD") ordinance for property located at 1349-1399 Valley View Lane ("Designated Property"), Farmers Branch, Texas.
The purpose of an MSD ordinance is to restrict access to and prohibit the use of the groundwater directly below the Designated Property and to protect public health and welfare where the groundwater quality may present an actual or potential threat to human health.
A property is eligible for an MSD if: (1) it is within the corporate limits or extraterritorial jurisdiction of a municipality authorized by statute; and (2) a public drinking water supply system exists that satisfies the requirements of Texas Health and Safety Code Chapter 341 and that supplies or is capable of supplying drinking water to the property for which the MSD is sought and property within one-half mile of the property for which the MSD is sought. The Designated Property meets these criteria. The City of Farmers Branch drinking water is supplied by the City of Dallas and originates from area lakes and, after treatment, is distributed through a distribution system consisting of ground storage reservoirs and elevated tanks.
The public meeting will address MSDs generally, allow the Applicant to explain the application, allow citizens to comment, and provide the approximate date of the City Council public hearing. A copy of the complete application is available for review at Farmers Branch City Hall located at 13000 William Dodson Parkway, Farmers Branch, TX 75234.
The City of Farmers Branch seeks to submit an application to the Texas Commission on Environmental Quality (TCEQ) seeking a Municipal Setting Designation (MSD) for City-owned parcel. The City owns the property located at 1349 – 1399 Valley View Lane, and the rights-of-way within the MSD boundary map. The City is seeking the MSD because, the soil and groundwater at property is contaminated with volatile organic compounds from prior land uses. The City is in the process of remediating the property, so future development can occur. One way to remediate the groundwater is by applying for a Municipal Settings Designation from the Texas Commission on Environmental Quality (TCEQ).
If approved by the Farmers Branch City Council, the MSD ordinance will prohibit the use of designated groundwater beneath the Designated Property as potable water and other inappropriate uses of and contact with the groundwater at the Designated Property. It will support the issuance of an MSD by the Texas Commission on Environmental Quality ("TCEQ"). The City will then file an application with the TCEQ for an MSD certificate pursuant to Texas Health and Safety Code, Chapter 361, Subchapter W. You may file comments (not later than the 60th day after the date of receipt of this notice) to Remediation Division, Texas Commission on Environmental Quality, P.O. Box 13087, MC-221, Austin, Texas 78711 (Contact No. 512-239-2201). The Executive Director of the TCEQ will certify or deny the application filed with the TCEQ or request additional information from the owner (City of Farmers Branch.) no later than 90 days after receiving such an application.

The City of Plano Department of Engineering, in accordance with National Flood Insurance Program regulation 65.7(b)(1), hereby gives notice of the City's intent to revise the flood hazard information, generally located between Independence Parkway and West Spring Creek Parkway. NOTICE OF INTENTION TO ISSUE
COMBINATION TAX AND REVENUE CERTIFICATES OF OBLIGATION
NOTICE IS HEREBY GIVEN that it is the intention of the City Council of the City of Melissa, Texas, to issue interest bearing certificates of obligation of the City, in one or more series, for the purpose of paying all or a portion of the City's contractual obligations to be incurred in connection with:
(i) acquiring, constructing and improving streets, roads, alleys and sidewalks, and related utility relocation, drainage, signalization, landscaping, lighting and signage;
(ii) acquiring, constructing, installing and equipping municipal park and recreational improvements, including parkland and open space, ball fields, hiking trails and related infrastructure for such improvements;
(iii) acquiring, constructing, installing and equipping additions, extensions and improvements to the City's waterworks and sewer system, including utility relocation;
(iv) acquiring land and interests in land necessary for such projects; and
(v) paying legal, fiscal, engineering and architectural fees in connection with these projects.
The City Council tentatively proposes to adopt one or more ordinances authorizing the issuance of said certificates of obligation at a meeting to commence at 6:00 p.m., on August 11, 2026, at the City Hall, 3411 Barker Avenue, Council Chambers, Melissa, Texas. The maximum amount of certificates of obligation indebtedness that may be authorized to be sold on said date for such purposes described above is $48,800,000. The City proposes to provide for the payment of such certificates of obligation from the levy and collection of ad valorem taxes in the City as provided by law, and from a limited pledge of surplus revenues of the City's waterworks and sewer system, remaining after payment of all operation and maintenance expenses thereof, and all debt service, reserve, and other requirements in connection with all of the City's revenue bonds or other obligations (now or hereafter outstanding), which are payable from all or any part of the net revenues of the City's waterworks and sewer system. The certificates of obligation are to be issued, and this notice is given, under and pursuant to the provisions of Texas Local Government Code, Subchapter C of Chapter 271 ("Chapter 271").
In accordance with the provisions of Chapter 271, the following information has been provided by the City (excludes $67,887,000 principal amount of outstanding debt obligations the City has designated as self-supporting and which the City reasonably expects to pay from revenue sources other than ad valorem taxes; provided, however, that in the event such self-supporting revenue sources are insufficient to pay debt service, the City is obligated to levy ad valorem taxes to pay such debt obligations):
(a) The principal amount of all outstanding debt obligations of the City is $79,158,000;
(b) The current combined principal and interest required to pay all outstanding debt obligations of the City on time and in full is $119,387,724;
(c) The maximum principal amount of the certificates of obligation to be authorized is $48,800,000;
(d) The estimated combined principal and interest required to pay the certificates of obligation to be authorized on time and in full is $83,114,792;
(e) The estimated interest rate for the certificates of obligation to be authorized is 4.75%; and
(f) The maximum maturity date of the certificates of obligation to be authorized is February 15, 2051.
The Resolution designating certain outstanding debt obligations of the City as self-supporting for purposes of Chapter 271 is available upon request to the City at the address noted above.
