NOTICE OF PUBLIC HEARINGS AND REQUEST FOR CITIZEN INPUT ON THE CITY OF ROWLETT 2026 ANNUAL PLAN FOR COMMUNITY DEVELOPMENT AND AFFORDABLE HOUSING NEEDS In accordance with the Housing and Community Development Act of 1974, as amended, and with 24 CFR, Part 570, and in furtherance of the City of Rowlett's commitment to facilitating the exchange of information between the City and its citizens, the City has established a series of public hearings and opportunities for citizen input and comments regarding the development of the 2026 Annual Plan. The 2026 Annual Plan will detail the proposed usage of the CDBG funds for the next year in accordance with the priorities and strategies as identified in the City's 5-Year Consolidated Plan. The Annual Plan will be submitted to HUD after the City Council has approved the plan. The City will be receiving $316,079 in Community Development Block Grant (CDBG) funds for the fiscal year beginning October 1, 2026. As required by federal regulations, CDBG funds may be used to support projects that assist low-income citizens, remove slum and blight, or for urgent needs. Eligible activities include improvements to Public Facilities, such as Parks, Streets, and Community Centers; Affordable Housing projects, such as Housing Rehabilitation, Emergency Rehabilitation, Handicapped Accessibility, Homebuyers Assistance, and Acquisition; Public Services; Code Enforcement; and Demolition. The hearings will provide information regarding the amount of assistance the City expects to receive (including anticipated program income) for the next fiscal year, the range of activities that are expected to be undertaken, the estimated amount of the anticipated funds that will be utilized to benefit low-moderate income persons, and the City's policy on minimizing displacement of any person. The public is encouraged to participate in these public hearings to provide citizen comments and input regarding the proposed priorities, funding, projects, and activities. Following the public hearings and the Council's final approval, the Annual Plan will be submitted to HUD by August 16, 2026. Request for Proposals for Training for the North Texas Zero Emissions Vehicles Project (NTxZEV) The North Central Texas Council of Governments (NCTCOG) is requesting written proposals from qualified consultants to host training sessions regarding heavy-duty, zero-emission vehicles (ZEVs), including both battery electric vehicles and hydrogen fuel cell electric vehicles. The training is intended for several target audiences, including: (1) first responders (e.g., fire and police departments, emergency medical services, Department of Public Safety officials, courtesy patrol operators) and post-incident responders (e.g., tow operators, hazardous material cleanup crews); and, (2) fleet staff who acquire ZEVs as part of the NTxZEV project, including mechanics/technicians.
