Sealed Bids addressed to West Travis County Public Utility Agency (Owner) for the Uplands Water Treatment Plant Sludge Dewatering and Chemical Bulk Storage Improvements Project will be received at the offices of Malone/Wheeler, Inc., 5113 Southwest Parkway, Suite 260, Austin, Texas 78735, until October 19, 2026 at 2:00 PM local time, at which time Bids will be publicly opened and read aloud.
The Project consists of replacing existing chemical bulk storage tanks and containment, installing new sludge dewatering equipment including a dewatering press, sludge feed pump, and polymer feed system, and associated electrical and SCADA upgrades.

SCOPE OF WORK: Travis County WCID No. 18 will accept sealed bids for the furnishing of all labor, equipment, and testing necessary, to remove and replace the existing two clarifier drives at the Travis County WCID No. 18 Water Treatment Plant. The treatment plant, located at 9702 Bal Harbor Road, Austin, Texas, is owned by WCID No. 18 and is operated by Crossroads Utility Services.
RECEIPT OF BIDS: Sealed bids in envelopes are due at the Office of the Engineer: Burgess & Niple, Inc. located at 235 Ledge Stone Drive, Austin, Texas 78737, (512) 432-1000 no later than 2:00 p.m. on Thursday, October 1, 2026, at which time the bids for the Project Contract will be opened and read aloud. The OWNER reserves the right to waive all informalities and irregularities, and determine which Bids are most advantageous to the Project, and to award the Contract on this basis.

The Bidder's surety will be forfeited and become the property of the Owner should the bidder fail to enter into a contract and furnish payment and performance bonds acceptable to the Owner within 10 days after awarding the contract.
Contract Time is of the essence, and all Work shall be substantially complete within 150 Calendar Days after the date specified in the Notice to Proceed, in accordance with the "Bid Form". Final completion shall be achieved within 30 Calendar Days after substantial completion.
No bid shall be withdrawn for a period of 90 days after the opening of the bids. The Owner reserves the right to reject any or all Bids (including without limitation, any or all nonconforming, non-responsive, unbalanced, or conditional Bids) and to waive all defects and irregularities in the bids and the bidding process, except the time of submitting a Bid. The Successful Bidder, if any, will be the responsible Bidder which in the Owner's judgment will be most advantageous to the District and result in the best and most economical completion of the Project in accordance with Texas Water Code Section 49.273(c). The right is reserved to waive any informality in the bidding and to reject any or all bids.
Prevailing Wage Rates, in accordance with Texas Government Code, Chapter 2258 are applicable to the Project.
