Request for Proposal
The Liberty Hill Public Library District is requesting competitive sealed proposals for the purchase of a 403(b) Tax Sheltered Annuity and Third-Party Administration for the period beginning July 1, 2026.
Request for proposal specifications are available by emailing TrusteeatLargeOne@lhpl.org or can be picked up in person at the Liberty Hill Public Library District office at 355 Main Street, Liberty Hill, Texas 78642.
In the State of Texas, library districts are considered stand-alone and independent governmental entities, political subdivisions of the state, and special purpose districts. There are over 40 different types of special purposes districts in Texas and they all exist locally to provide infrastructure and deliver specific services to their communities. Library districts are governed by a five-member unpaid elected Board of Trustees who serve two-year staggered terms
The current library (2500 square feet) employes 13 employees (seven full-time and six part-time) and is planning an expansion through a new library location currently in development. Current payroll is just under $500,000 annually.
There is no 403(b) program in place. This is a new benefit offering the Board of Trustees are evaluating with an anticipated start date of July 1, 2026. Anticipated employer contribution will be from three to five percent of salary for full time employees. The Library will consider matching each employee's voluntary contribution to an additional three percent.
