The City of Bee Cave, Texas is seeking sealed bids for the removal of vehicles, refuse,
rubbish, miscellaneous building materials, and demolition of various structures. The site is subject to a Municipal Court Order requiring cleanup of the property to become compliant with City Codes. The property is residential in nature and is approximately 1.4 acres.
The deadline for physical delivery of sealed bids to the City Secretary's Office is June 4, 2026 at 2:00 PM. Bids will be publicly opened and read aloud at the same date and time in the City Hall Council Chambers, 4000 Galleria Parkway, Bee Cave, Texas 78738.
Pre-Bid on-site inspection: The City will host prospective bidders at the property on May 28, 2026 from 9:00 AM to 12:00 PM. The purpose of this inspection is to allow the bidders to see the property and understand the quantity and type of materials to be removed. This will enable bidders to properly prepare bids.
Insurance Documents: Copies of current liability insurance, workman's compensation, and vehicle insurance certifications and any required state licensure shall be provided in the bid package. Failure to include insurance and licensure shall be grounds for rejection of the bid.
Bid Form: The City expects the cost of the project to be lump sum, not an hourly rate.

Sealed Bids addressed ROUND ROCK MUD NO. 3, Attention Lauren Crone, P.E., will be received electronically or at the office of LJA Engineering, Inc., 7500 Rialto Blvd. Building II, Suite 100 Austin, TX 78735, until 2:00 p.m. Local Time, June 10 , 2026, and then publicly opened and read for "Starling Phase 1 Improvements for ROUND ROCK MUD NO. 3 of Williamson County, Texas." In addition to the opening of sealed Bids at the address above, you may view the public opening of sealed Bids via Microsoft Teams.
Scope of Work of the Contract Documents includes the following: Street, Erosion Control, Water, Wastewater and Drainage improvements associated with Starling Phase 1 Improvements.
Bids received after the closing time will be returned unopened. A NON-MANDATORY pre-bid conference will be held in person May 27, 2026, at 2:00 p.m. Local Time, at 7500 Rialto Blvd. Building II, Suite 100 Austin, TX 78735.
Each Bid must be accompanied by a Bid bond or a certified or cashier's check, acceptable to the Owner, in an amount not less than two percent (2%) of the total amount Bid, as a guarantee that the successful bidder will enter into the Contract Documents and execute the Bonds on the forms provided and provide the required insurance certificates and Bonds within seven (7) days after the date Contract Documents are received by the successful bidder. If a certified or cashier's check is provided, the successful bidder shall deliver, at the bid opening address, the original certified or cashier's check within one (1) business day of receipt of the bid opening.
Bidding documents may be examined at 7500 Rialto Blvd. Building II, Suite 100 Austin, TX 78735 or may be obtained by prospective bidders or suppliers upon payment of One Hundred Dollars ($100.00 non-refundable plus cost of delivery) for each set of documents. Checks should be made payable to LJA Engineering, Inc. No cash will be accepted.
A bidder submitting electronic Bids must submit its Bid and Bid Securities in compliance with Owner's Order Adopting Section 49.2731 Electronic Bidding Rules and all electronic Bids and Bid Securities must be submitted. Bidder must register on this website to submit a Bid and Bid Security and there is no charge to submit Bids and Bid Securities on this website.
By submitting a Bid, bidder acknowledges and agrees that the Contract Documents may be accepted, executed or agreed to through the use of an Electronic Signature, as defined by and in accordance with Owner's Electronic Signature Rules for Construction Contracts.
The Owner reserves the right to reject any or all Bids and to waive all defects and irregularities in bidding or bidding process except the time for submitting a Bid. The successful bidder, if any, will be the responsible bidder, which in the Board's judgment will be most advantageous to the District and result in the best and most economical completion of the Project.
The requirements of Subchapter J, Chapter 552, Government Code, may apply to this Bid and the bidder agrees that the Contract Documents can be terminated if the bidder knowingly or intentionally fails to comply with a requirement of that subchapter.

A Bid which, in the opinion of Owner's staff, deviates significantly from the Contract Documents, and which has not been clarified through a written Addendum prior to Bid submittal deadline, shall be considered an exception to the Contract Documents and grounds for the Bid to be rejected. This Invitation for Bids is for the construction of BLACKHAWK TRAIL. The work generally consists of Grading, Site Plan and Erosion Control Improvements (the "Project"). Sealed Bids should be addressed to Lakeside WCID 2C, C/O David Wang, (the "District"). Bids will be received at Carlson, Brigance & Doering, Inc., (CBD) 2nd Floor Conference Room, 5701 West William Cannon Drive, Austin, Texas 78749 until 2:00 p.m. on Tuesday, June 2, 2026 for a public bid opening, where proposals will be opened and read aloud. Any Proposals received after the closing time will be unopened. A thumb drive containing electronic bid documents is required.
Bid documents for this project will be available on May 20th, 2026 at 12:00 PM. Please submit all requests for bid documents to rob@cbdeng.com and szenor@cbdeng.com. Documents will be distributed via Dropbox link upon request.

A Cashier's Check, Certified Check or Bid Bond payable to Lakeside WCID 2C in an amount not less than 5% of the total bid must accompany each Bid as a guarantee that, if awarded the contract, the bidder will within 10 days of the award of the contract, enter into a contract and furnish an acceptable Performance and Payment Bond in the amount of 100% of the Contract price. The Bidder's surety will be forfeited and become the property of the Owner should the bidder fail to enter into a contract and furnish bonds acceptable to the Owner within 10 days after award of the contract.
The Pre-Qualification Statement included in the proposal packet and as required by Lakeside WCID 2C shall be completed in its entirety and submitted as part of the proposal. Any proposal lacking the Pre-Qualification Statement will not be considered.
No Proposals shall be withdrawn for a period of 90 days after the opening of the bids. The Owner reserves the right to reject any or all Bids and to waive all defects and irregularities in bidding. The Successful Bidder, if any, will be the responsible Bidder which in the Owner's judgment will be most advantageous to the District and result in the best and most economical completion of the Project.
A Maintenance Bond will be required in the amount of 10% of the contract price and is to remain in force for a period of one year from the date of the letter of final acceptance from the Lakeside WCID 2C.
Prevailing Wage Rates, in accordance with Government Code 2258 are applicable to this project.
