Invitation for Bids

Invitation for Bids Atlantis WKA Bastrop, LLC on behalf of Wildwood Municipal Utility District, hereafter called Owner, is requesting sealed written Bids for furnishing all labor, materials, equipment, supervision, and incidentals, and for performing all Work required for the following Project(s): Silverleaf Wastewater Treatment Plant Located at: 2729 W SH 71, Cedar Creek, TX 78612 The Work consists of: site development for a wastewater treatment plant to service future development in the Silverleaf subdivision, which includes grading, access road, detention ponds, lift station, drainage, and erosion controls. Bidders must contact Xavier Garza at HR Green, Inc. in order to view and/or obtain electronic access to proposal forms, plans, specifications, and contract documents without charge (telephone: 512-872-6696 or email: xavier.garza@hrgreen.com). The documents are made available for the sole purpose of obtaining bids for completion of the project and permission to download does not confer a license or grant permission or authorization for any other use. Authorization to download documents includes the right for Bidders to print documents for their sole use, provided they pay all costs associated with printing or reproduction. Printed documents may not be re-sold under any circumstances. At the time Bid Documents are obtained, Bidder must provide a working e-mail address, so that they will receive any addenda or clarification issued by the Owner. Any questions regarding the Bid Documents are due at least 48 hours prior to the bid opening. Sealed Bids will be received at HR Green, Inc., 5508 Highway 290 West, Suite 150, Austin, Texas 78735 and then publicly opened and read aloud. ALL BIDS ARE DUE PRIOR TO (Austin time) 2:00 P.M. CST on November 17, 2025. BIDS WILL BE OPENED AT (Austin time) 2:00 P.M. CST on November 17, 2025. ALL BIDS NOT RECEIVED PRIOR TO THE DATE AND TIME SET FORTH ABOVE WILL NOT BE ACCEPTED FOR CONSIDERATION. All Bids shall be accompanied by an acceptable Bid security in an amount of not less than five percent (5%) of the total Bid, as specified in "Instructions to Bidders". Performance and payment bonds shall be issued in an amount of one hundred percent (100%) of the Contract Amount by a solvent corporate surety company authorized to do business in the State of Texas and shall meet any other requirements established by law or by Owner pursuant to applicable law. Minimum insurance requirements are specified in Article 6, Standard General Conditions. Contract Time is of the essence and all Work shall be substantially complete within 180 Calendar Days for Silverleaf Wastewater Treatment Plant after date specified in Article 4.01 of the Agreement, in accordance with the "Bid Form". Final completions shall be achieved within 30 Calendar Days after substantial completion. Liquidated damages for delay, but not as a penalty, as provided in the Agreement, are Seven hundred and Fifty and No/Hundredths Dollars ($750) per Calendar Day for failure to substantially complete the work and Seven hundred and Fifty and No/Hundredths Dollars ($750) per Calendar Day for failure to achieve final completion within 30 Calendar Days after substantial completion, in accordance with the "Bid Form". Owner reserves the right to reject any or all Bids and to waive any minor informality in any Bid or solicitation procedure (a minor informality is one that does not affect the competitiveness of the Bid).
