NOTICE OF PUBLIC HEARING
ON FISCAL YEAR 2027 BUDGET
OF THE EDWARDS AQUIFER AUTHORITY
The Edwards Aquifer Authority (EAA) hereby gives notice that it will conduct a hybrid live, and virtual, public hearing to receive comments on the Proposed Budget for Fiscal Year 2027. The purpose of the public hearing is to provide interested members of the public the opportunity to provide oral or written comments to the EAA related to the proposed budget, including the parts of the budget related to funding the Edwards Aquifer Habitat Conservation Plan Program. The comments will be considered by the EAA prior to adoption of the Fiscal Year 2027 budget which is planned to occur no earlier than the Tuesday, November 10, 2026 Regular Board Meeting of the EAA Board of Directors.
The public hearing will be held at the below time and location, as well as virtually via the Zoom platform, as follows:

Do you suspect an infant, child, or adolescent of having a developmental delay or disability? There is a way to make a difference for these children and adolescents. The individual may be eligible for services under the Individuals with Disabilities Education Act (IDEA) if identified with one or more disabilities according to federal and state criteria.
If a student is experiencing learning difficulties, his or her parent may contact the individual(s) listed below to learn about the school's overall general education referral or screening system for support services. This system links students to a variety of support options, including making a referral for a special education evaluation or for a Section 504 evaluation to determine if the student needs specific aids, accommodations, or services. A parent may request an evaluation for special education or Section 504 services at any time.
If a parent makes a written request for an initial evaluation for special education services to the director of special education services or an administrative employee of the school district or open-enrollment charter school, the district or charter school must respond no later than 15 school days after receiving the request. A request for a special education evaluation may be made verbally. A verbal request does not require the district or charter school to respond within the 15-school-day timeline.

Section 504 Referrals:
Each school district or charter school must have standards and procedures in place for the evaluation and placement of students in the district's or charter school's Section 504 program. Districts and charter schools must also implement a system of procedural safeguards that includes notice, an opportunity for a parent or guardian to examine relevant records, an impartial hearing with an opportunity for participation by the parent or guardian and representation by counsel, and a review procedure.

Notice of Public Hearing
Notice is hereby given that the City Council of the City of Selma, Texas, will hold a public hearing to consider the designation of certain real property located within the corporate limits of the City of Selma as a Tax Abatement Reinvestment Zone pursuant to Chapter 312 of the Texas Tax Code. The City Council of Selma will consider and take possible action on a tax abatement agreement with Sonic Automotive, LLC and the designation of the listed properties for the tax abatement reinvestment zone.
The proposed reinvestment zone consists of approximately 16.115 acres of real property (the "Project Property"), consisting of the following:
Tract 1: Approximately 10.00 acres of land located in Guadalupe County, Texas, identified under Guadalupe Appraisal District Property Identification Nos. 36019 and 36022, having a street address of 9301 Corporate Drive, Selma, Texas 78154.
Tract 2: Approximately 6.115 acres of land located in Bexar County, Texas, identified under Bexar Central Appraisal District Property Identification No. 1115707, having a street address of 16656 N. I-35, Selma, Texas 78154.
The proposed designation is being considered in connection with an economic development project involving Sonic Automotive, Inc., and for the purpose of considering tax abatement incentives authorized under Chapter 312 of the Texas Tax Code.
The nature of the project, including improvements, is the construction of an integrated automobile dealership and related commercial redevelopment project with an estimated cost and investment by Sonic of approximately $30,000,000.00. The tax abatement reinvestment zone will be used to assist in financing approximately $200,000.00 of the project.
The Selma City Council will hold the public hearing on Thursday, October 8, 2026, at 6:30 p.m. at Selma City Hall, 9375 Corporate Drive, Selma, Texas 78154.
