Sealed Proposals for the WELLS BRANCH MUNICPAL UTILITY DISTRICT MILLS POND DAM
SAFETY REPAIRS Project will be received at the offices of Consor North America Inc. (Consor Engineers), 1101 Capital of Texas Highway South, Building D, Austin, Texas 78746 until 10:00 AM on Tuesday, December 9, 2025, then publicly opened and read aloud. The work generally consists of the construction of concrete diversion wall downslope of Emergency spillway, and mortar rock faced concrete parapet wall along the top of the embankment.
Bidding and Contract documents for this project may be viewed and downloaded free of charge at the CivCastUSA website (www.civcastusa.com). Hard copies of the Bidding and Contract documents for this project may be obtained at the offices of Murfee Engineering.
Bids must be accompanied by a bid bond with Power of Attorney attached or cashier's check of five percent (5%) of the total amount bid (sum of all bid items) made payable to Wells Branch MUD.
A Bid which, in the opinion of OWNER's staff, deviates from the Contract Documents, and which has not been clarified through a written Addendum prior to Bid submittal deadline, shall be considered an exception to the Contract Documents and grounds for the Bid to be rejected. Owner reserves the right to reject any or all Bids and to waive any informalities and irregularities in Bids received.
Bidders should read and understand all terms and conditions contained in the Contract Documents.
Contract Time is of the essence, and all Work shall be substantially completed within 147 calendar days after the Notice to Proceed. Liquidated damages are $500 per calendar day.
OWNER reserves the right to reject any or all Bids and to waive any informalities and irregularities in Bids received.
A NONMANDATORY PRE-BID CONFERENCE for this project will be held at 11:00 AM on Tuesday, December 2, 2025, at the offices of Wells Branch Municipal Utility District, 14611 Wells Port Drive, Austin, Texas 78728. The Pre-Qualification Statement included in the proposal packet and as required by Williamson County M.U.D. No. 19H shall be completed in its entirety and submitted as part of the proposal. Any proposal lacking the Pre-Qualification Statement will not be considered.
No Proposals shall be withdrawn for a period of 120 days after the opening of the bids. The Owner reserves the right to reject any or all Bids and to waive all defects and irregularities in bidding. The Successful Bidder, if any, will be the responsible Bidder which in the Owner's judgment will be most advantageous to the District and result in the best and most economical completion of the Project.
Contractor will provide to Pulte Homes of Texas, LP ("Owner") a maintenance bond for 10% of constructed drainage improvements cost within the subdivision that will remain in force for two (2) years from the date of acceptance by Williamson County. Contractor will provide the City of Liberty Hill a maintenance bond for 20% of the wastewater improvements construction cost that will remain in force for one (1) year from the date of acceptance. The Contractor will provide to the City of Georgetown a maintenance bond for 10% of the water improvements construction cost within the subdivision that will remain in force for two (2) years from the date of acceptance. Contractor will provide to Williamson County M.U.D. No. 19H, a maintenance bond for 10% of the streets excavation, drainage, water and wastewater improvements construction cost that will remain in force for one (1) year from the date of acceptance.
Prevailing Wage Rates, in accordance with Government Code 2258 are applicable to this project.
