The CITY OF CEDAR PARK (OWNER) will receive COMPETITIVE SEALED PROPOSALS for 183A SBFR AT SCOTTSDALE DRIVE until 2:00 PM local time on October 20, 2026.
Proposals must be submitted to the City of Cedar Park via Civcastusa.com by 2:00 P.M. CT on October 20, 2026. Each Proposal must be properly identified with the subject title and Proposer's company name. One (1) PDF copy of the Proposal shall be submitted in electronic format on Civcastusa.com.
The PROPOSALS will be publicly opened and read aloud Virtually from City Hall in Cedar Park, Texas on October 20, 2026 at 2:00 PM local time. A link will be provided for download with this RFP for those who wish to view the proposal opening online.
PROPOSALS received after this time will not be accepted. PROPOSALS are invited for the items and scope of work as follows:
183A Southbound Frontage Road at Scottsdale Drive – Right-turn lane and acceleration lane construction for Texas U-turn
Continuous traffic control, roadway widening, excavation, embankment, and pavement construction for right-turn lanes, and acceleration lanes to create Texas U-turn lane; illumination relocation, construction of metal beam guard fence with mow strip, drainage modifications, installing traffic signal, curb and gutter removal and replacement, asphalt paving, pavement markings, and associated roadway improvements within project limits. Match existing pavement markings to plans and conform to the TMUTCD.
Instructions to Proposers, Proposal Forms, Specifications, and Contract Documents may be examined or obtained electronically beginning September 24, 2026 at www.civcastusa.com (Project Name = "183 SBFR at Scottsdale Drive") or www.cedarparktexas.gov/Bids.aspx (Project Name = "183 SBFR at Scottsdale Drive").
Construction services for this project will be selected through competitive sealed proposals in accordance with Chapter 2269, of the Texas Government Code. The City will evaluate and rank the contractors based on the following selection criteria: 30% Contractor Relevant Experience and References, 60% Cost Proposal and 10% proposed schedule. The City shall select the contractor that offers the best value as determined by the selection criteria and ranking evaluation. The estimated total construction budget for this project is $ 1,425,000.
Each PROPOSAL must be accompanied by Proposal Security made payable to OWNER in an amount of five percent (5%) of PROPOSER's total amount Proposal and in the form of a certified or cashier's check or a Bond issued by a surety meeting the requirements of Paragraph 6.01 of the General Conditions.
General contractors are invited to attend a voluntary virtual pre-proposal conference for this project. This meeting will be the only time City Staff is available to meet with proposers to discuss the project and directly answer questions. The virtual Pre-Proposal Meeting will be held on Wednesday October 7, 2026 at 2:00 PM local time. In advance of the pre-proposal meeting, the City will provide a link to allow proposers to join the virtual pre-proposal meeting on Civcastusa.com. During the pendency of this RFP, PROPOSER shall not contact any City staff except those designated herein this RFP or subsequent addendums or correspondence. Any questions or concerns should be submitted via Civcastusa.com after the PRE-PROPOSAL meeting and at least five (5) business days prior to the Due Date (on or before October 14, 2026 at 2:00 PM local time).

This Invitation for Bids is for the construction of SANTA RITA RANCH PHASE 2B, SECTION 3. The work generally consists of Streets Excavation, Drainage, Water, Wastewater and Erosion Control Improvements (the "Project"). Sealed Bids should be addressed to SRFV Development, LLC, ("Owner"), on behalf of the Williamson County Municipal Utility District No. 19C (the "District"). A Cashier's Check, Certified Check or Bid Bond payable to SRFV Development, LLC, in an amount not less than 5% of the total bid must accompany each Bid as a guarantee that, if awarded the contract, the bidder will within 10 days of the award of the contract, enter into a contract and furnish an acceptable Performance and Payment Bond in the amount of 100% of the Contract price required by WCMUD 19C, and Williamson County. The Bidder's surety will be forfeited and become the property of the Owner should the bidder fail to enter into a contract and furnish bonds acceptable to the Owner within 10 days after award of the contract.
The Pre-Qualification Statement included in the proposal packet and as required by Williamson County M.U.D. No. 19C shall be completed in its entirety and submitted as part of the proposal. Any proposal lacking the Pre-Qualification Statement will not be considered.
No Proposals shall be withdrawn for a period of 120 days after the opening of the bids. The Owner reserves the right to reject any or all Bids and to waive all defects and irregularities in bidding. The Successful Bidder, if any, will be the responsible Bidder which in the Owner's judgment will be most advantageous to the District and result in the best and most economical completion of the Project.
Contractor will provide to SRFV Development, LLC ("Owner") a maintenance bond for 10% of constructed drainage improvements cost within the subdivision that will remain in force for two (2) years from the date of acceptance by Williamson County. Contractor will provide the City of Liberty Hill a maintenance bond for 20% of constructed wastewater improvements cost that will remain in force for one (1) year from the date of acceptance. The Contractor will provide to the City of Georgetown a maintenance bond for 10% of constructed water improvements cost within the subdivision that will remain in force for two (2) years from the date of acceptance. Contractor will provide to Williamson County M.U.D. No. 19C a maintenance bond for 10% of constructed street excavation, drainage, water and wastewater improvements cost that will remain in force for one (1) year from the date of acceptance.
Prevailing Wage Rates, in accordance with Government Code 2258 are applicable to this project.
