CLIFFSIDE SALADO CREEK GREENWAY ACCESS NATURE TRAIL PROJECT
REQUEST FOR PROPOSALS
RFP-2026-004
The City of Shavano Park is accepting bids from qualified contractors to provide to furnish all labor, materials, equipment, supervision, transportation, and incidentals necessary to construct a 400 linear foot concrete nature trail connecting Cliffside Drive to the Salado Creek Greenway. Plans and bid docs can be found on CivCast (https://www.civcastusa.com/) or City website (https://www.shavanopark.org/bids). Project will be Tax Exempt. For this project the City will use Forest Service Trail Accessibility Guidelines (FSTAG). FSTAG provides guidance for maximizing the accessibility of trails while protecting the unique characteristics of the natural setting.
Two opportunities for a Mandatory Pre-Bid Meeting will be held at onsite of the proposed nature trail, near 128 Cliffside, Shavano Park, TX 78231 – see Google Map coordinates (https://maps.app.goo.gl/31PMEd8zA237zmqQ7). All interested contractors must attend one of the two Mandatory Pre-Bid Meetings. The first meeting will be held at 11:00 AM (CST) on Tuesday, September 29, 2026. The second meeting will be held on at 3:00 PM (CST) on Thursday, October 1, 2026. Both meetings will be held as same location as stated above.
Electronic bids must be submitted via CivCast through a link on the city's website by 2:00 PM (CST) October 16, 2026. Electronic bids will be digitally opened from their encryption at Shavano Park City Hall (900 Saddletree Court, Shavano Park, TX 78231 at 2:15 PM (CST) on October 16, 2026 via CivCast. Written Questions shall be submitted through CivCast until 2:00 PM (CST) October 5, 2026. Answers to any questions will be posted on October 7, 2026 on both CivCast and the City website.
It is anticipated that the selection of a firm will be completed on October 26, 2026.

Improvements, for East Central Special Utility District.
East Central SUD will receive sealed bids until 10:00 A.M. on October 13, 2026, at East Central SUD, 12452 E US Highway 87, Adkins, Texas 78101, at which time bids will be publicly opened and read aloud.
Copies of plans and specifications may be examined without charge at the office of East Central SUD. Or an electric copy may be obtained from the Engineer, Gallegos Engineering, Inc.
Bids must be submitted on the proposal form furnished by the Engineer. The envelope containing any proposal shall be endorsed "2026 Water System Improvements, for East Central Special Utility District". Each bid shall be accompanied by a proposal guarantee in the form of a certified check, cashier's check, or bid bond in the amount of five percent (5%) of the total bid price. Any bid received after closing time will be returned unopened.
The successful bidder will be required to furnish a one hundred percent (100%) Performance Bond and one hundred percent (100%) Payment Bond.
East Central SUD reserves the right to reject any or all bids, to award the contract in what it deems its best interest and to waive any informality or technicality in the proposal and agrees to take action within thirty (30) days.
