Dear Prospective Bidder,
With Helping Hands, Serving Nutritious Meals ("the Organization"), a Contracting Entity (CE ID: CE06083) participating in the Child and Adult Care Food Program (CACFP) At-Risk Afterschool Care Program under the Texas Department of Agriculture (TOA), is soliciting sealed bids from qualified food service management companies to provide complete, CACFP-compliant vended meal services to approximately 58 licensed afterschool care sites located throughout the Dallas-Fort Worth metropolitan area.
Enclosed please find the complete Invitation for Bid (IFB) and Contract for Purchased Meals package, including Schedule A (Site Information List), Schedule B (Cycle Menu), Schedule C (Unit Price Schedule), required certifications, and the contract terms and conditions governing the resulting award. The contract period will run from October 1, 2026, through September 30, 2027, with up to four (4) annual renewal options subject to TOA approval.

Sealed bids must be submitted in triplicate in accordance with the instructions contained in the enclosed IFB package and must be securely sealed and clearly marked with the bidder's name, this bid number, and the date and time of bid opening. Bids received after the deadline stated above will not be considered. This procurement is being conducted through full and open competition; no vendor has been preselected, and the Organization reserves the right to reject any and all bids.
This procurement is subject to review and approval by the Texas Department of Agriculture, Food and Nutrition Division. Questions regarding this IFB should be directed to the undersigned.
