NOTICE TO BIDDERS – MUNICIPAL SOLID WASTE SERVICES
CITY OF PARKER will receive bids from qualified vendors for "Municipal Solid Waste Services" at Parker City Hall (5700 E. Parker Road Parker, Texas 75002). The project includes the following components:
The exclusive services covered by this RFP include solid waste and recycling generated from residential, commercial, and construction sources, as further defined by municipal code, regulation, administrative policy, and Service Definitions herein defined within the RFP.
Initial Term: January 1, 2027, through December 31, 2031.
Extension Term: Two (2) additional Two (2) year terms
A Mandatory Pre-bid conference will be held on Tuesday, June 9, 2026, beginning at 2:00 pm local time via Microsoft Teams. A calendar invitation and link will be provided to qualified Proposers.
CITY shall receive, publicly open, and acknowledge all Proposals received at 2:00 PM on July 14, 2026, at Parker City Hall, 5700 E. Parker Road Parker, Texas 75002. Information contained in the Proposals will not be disclosed until after the award of the Contract.
Proposers reasonably subject to being selected based on the criteria set forth in this RFP may be given an opportunity to make a presentation and/or interview with the CITY. Finalists selected for interviews and/or presentations must be available during regular business hours on or about August 4, 2026, as arranged with the CITY, if interviews are conducted.
Winning proposer will be scheduled for possible approval by City Council on Tuesday, August 18, 2026 at 7:00 PM in the Council Chambers. New Contract Service Period begins Friday, January 1, 2027.
Effective immediately upon release of this solicitation and until contract award, all official communications from proposers regarding the requirement of this RFP shall be directed to the CITY's single point of contact designated below. All questions and inquiries about this solicitation shall be submitted in writing to City of Parker, Attn: Kent Manton, k manton@parkertexas.us. Proposers shall not attempt to contact or lobby City Council, members of the RFP evaluation committee, City staff, or Management directly during the pre-proposal or post-proposal period unless and until an award has been made, and any resulting contract or agreement has been executed.
Until the final award by CITY, CITY reserves the right to reject any and/or all proposals, for any reason or for no reason at all, and to waive technicalities, and to proceed otherwise when the best interests of CITY are realized. Costs incurred in the preparation of a proposal are the sole responsibility of the proposer.

Downtown Silos Exterior East Side Painting 2026
Sealed proposals will be accepted by the City of Carrollton, via the IonWave Technologies, Inc., bidding system https://carrolltonbids.ionwave.net/Login.aspx, until 01:00 p.m., July 1st , 2026, for Downtown Silos Exterior East Side Painting 2026.
This project will generally include all construction, labor, materials, administration, and associated activities required in conjunction with or properly incidental necessary for the Downtown Silos Exterior East Side Repaint.
Within one (1) month after issuance of the Notice to Proceed (NTP), the Contractor shall:
1. Obtain all Railroad Insurance required for work within railroad right-of-way; and
2. Obtain a Right of Entry (ROE) from Dallas Area Rapid Transit (DART)
3. Execute and secure all railroad utility construction agreements necessary for project activities.
The Contractor shall coordinate with Dallas Area Rapid Transit (DART) and shall be responsible for all costs, documentation, scheduling, and approvals associated with railroad coordination.
Railroad flaggers and protection services shall be arranged and paid for by the Contractor
Construction services for this project will be selected through competitive sealed proposals in accordance with Chapter 2269, Subchapter D of the Texas Government Code. The City will evaluate and rank the contractor based on the following selection criteria: 50% proposed price; and 50% contractor qualifications. The City shall select the contractor that offers the best value as determined by the selection criteria and ranking evaluation. Direct and recent experience in the painting of elevated infrastructures is considered a minimum criterion to qualify for this project.
Publication dates will be June 1st, 2026, and June 15th, 2026
An optional Pre-bid meeting will be held at 1:00pm., on June 23th, 2026 in Conference Room 1W2 at City Hall.
Pre-bid questions are required to be submitted via the IonWave Technologies, Inc. bidding system, and will be accepted until 05:00 p.m., June 24th 2026.
An addendum addressing the questions received will be issued no later than 11:00 a.m., Friday, June 26th, 2026.

CONTRACT PERIOD: October 1, 2026 through September 30, 2027, with up to four annual renewal options if scope is unchanged and TDA approves.
SERVICES REQUIRED: Daily delivery of CACFP-compliant unitized lunch and supper meals to approximately 61 licensed At-Risk Afterschool Care sites throughout the Dallas–Fort Worth area, Monday through Friday. All meals must meet USDA and TDA CACFP meal pattern requirements per 7 CFR Part 226. Estimated 250 operating days per year.
BOND REQUIREMENTS: A bid bond in an amount not less than 5% and not more than 10% of the value of the contract is required of all bidders. A 10% performance bond is required of the successful bidder. All bonds must be obtained from a surety company listed in the U.S. Department of the Treasury Circular 570.
